Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Five years of practical experience in the operation of a variety of audiovisual production equipment which must include video cameras, lighting, microphones, and non-linear video editing software; and responsibility for creating and maintaining various audiovisual digital files to produce multiple end products which must include broadcasts, web presentations, videos, and CD/DVD/Blu-Rays.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Applicants may also be appointed to this position if they are a current New York State employee with one year or more of qualifying permanent service as an Audiovisual Production Specialist and eligible for reassignment OR are a current New York State Employee and are eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description Under the direction of the Training Specialist 2, SG-23 the incumbent will utilize the studio facilities at the State Fire Academy in Montour Falls, NY to produce and expand the creation and production of training materials, update current content, and insure consistency with agency branding. Duties include but are not limited to the following: • Produce professional quality audiovisual projects in a studio setting or in the field. • Meet with FPS staff and requesters to determine and define production goals and requirements. • Set up and operate video cameras, lighting, sound equipment and determine appropriate backgrounds, sets and staging; edit audio and visual recordings; and assist in other post-production work such as animation, computer graphics, and digital video effects. • Prepare, organize, and maintain audiovisual digital files for a variety of end products. • Maintain equipment and supplies, make minor equipment repairs to keep equipment in good operating condition, managing inventory, and serve as a training resource. • Plan production assignments based on requirements and available equipment; prepare a script, story board, and work plan in conjunction with program staff; arrange for and set up location production, including setting up peripheral lighting and sound equipment; arrange for special equipment for staging and production requirements• Produces presentations in studio; prepare graphics, photography, and other materials needed.• Operate video cameras and lighting and sound equipment to record productions and other events such as seminars, teleconferences, and press conferences; performs on-scene analog/digital multimedia extractions and analytical testing in the context of reverse production techniques; edits and mixes audio and visual recordings and related materials• Perform other duties as required.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
