Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (APPSW) in the OPERATIONS DEPARTMENT, WEB INTERFACE DIVISION (N36) of FLT NUMER OCEANGPHY METEO CTR. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. GS-12: 108,245 - 140,713 GS-11: 90,310 - 117,400 Responsibilities You will lead implementation efforts integrating and deploying GIS capabilities on unclassified and secret networks. You will implement and administer information security and information assurance policies, principles, and practices in the delivery of application software packages. You will write and maintain Web application software in accordance with tasking from the head of the Web Division. You will represent the command for the exchange of techniques and analysis of application software requirements and specifications to evaluate current and proposed development efforts with planners, and engineers. Requirements Conditions of Employment Qualifications GS-12: Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1-Attention to Detail: Is thorough when performing work and conscientious about attending to detail. 2-Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3-Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4-Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience utilizing IT principles, theories and practices and the ability to provide guidance to management and other technical specialists on critical IT issues. *Experience applying skill in the following programming languages: JAVA, Python, CSS, JS, HTML, DHTML. PERL, CGI, XML, and GIS, Geoserver, PostGIS, and OGC standards. *Experience applying applications software development concepts and techniques to design, code, test, debug, and maintain Web applications. *Experience analyzing professional project management practices sufficiently to ensure the successful completion of a small-sized project through all stages of a project, including initiating, planning, executing, controlling, and closing the project. *Experience researching technical documentation policies and procedures that are utilized in creating Standard Operating Procedures, User Guides, and operator run instructions.
