City Of Minneapolis-Human Resources Building Inspector in Minneapolis, Minnesota

Position Description Enforce the Minnesota State Building Codes and City Ordinances in new and existing structures by conducting site inspections of new construction, alterations, repair or wrecking of buildings to ensure public health, safety, welfare and accessibility. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities * Enforce all City Ordinances as assigned and correct violations by issuing orders and legal citations to contractors, permit holders, building owners. May appear in court on violations or orders. * Investigate un-permitted work, report hazardous structural conditions, fire damage and violations of building codes and ordinances, gather information and prepare reports of findings to enable resolution of complaints. * Perform Certificate of Occupancy, Code Compliance and Business License inspections. * Review and approve plans and specifications to ensure compliance with Uniform Building Codes and City Ordinances in assigned areas. * Consult with architects, contractors and building owners on the interpretation and enforcement of codes pertaining to a specific trade specialty. * Prepare daily reports of inspections and investigations and enter accurate records into the computer. * Complete educational requirements to maintain certifications. Working Conditions: Combination of office and field with constant exposure to the elements and construction sites with dust, dirt, noise, etc. Required Qualifications Minimum Qualifications: Two years post high school education in a trade school, apprenticeship training in a trade area or equivalent. Minimum Experience: Five years experience as a Journeyman or Master Journeyman in a trade. Licenses/Certifications: One or all of the following may be required: A. Certification by the State of Minnesota as a Certified Building Official or Specialty Trade Area B. International Code Council Certification in Code Official, Inspection and Plan Examiner categories C. City of Minneapolis Certificate of Competency D. Valid Drivers License Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug/Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis andCBI - Building Trades Inspectors. Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall b placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established. Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Knowledge of the specific trade specialty practices and procedures including codes and ordinances used in the City of Minneapolis related to that particular trade. * Knowledge of the Minnesota State Building Codes, including the energy code, accessibility, manufactured homes and related codes and statutes. * Working knowledge of computer operations, software, and applications. * Good oral and written communication skills. * Skill at detecting poor workmanship, hazards and other deficiencies. * Ability to read and interpret plans/blueprints and specifications and make necessary mechanical sketches. * Ability to render decisions firmly with good judgment and impartiality.
