Job Description
Job Summary
The Program Manager, Business Continuity Management (BCM), is responsible for executing and maintaining the business continuity management lifecycle for Molina. Implements and deploys right-sized strategies and solutions in support of Health Plan and Enterprise Function continuity needs of Molina operations. Liaise with various functions and partners to scope, develop, maintain, and improve business continuity plans, strategies, and procedures. Through systematic coordination and execution, prioritize achievement of enterprise continuity program objectives, address contingency planning opportunities, and identify enterprise risks for mitigation. Facilitate discussion based and operations-based exercises on an annual basis and provide support in closing exercise observations. Supports and manages incident response activities during disruptive events as needed.
Responsible for day-to-day delivery of business continuity management program activities, including providing guidance and consultation to employees across the enterprise to ensure compliance. Support response to situations impacting Molina people, property, or facilities. Assist in special projects and risk mitigation programs to strengthen organizational resiliency.
Job Duties
Driving commitment, support, ownership, accountability and results for Business Continuity Management, Cyber Risk Management, and Incident Response activities
Fostering a culture of resilience through planning, education, training, and analytics
Proactively engaging in identification, prioritization, and documentation of business continuity management priorities and service recovery
Identifying and partnering with the business, technology, and external partners to design and implement response and recovery strategies and plans that mitigate or reduce disruption to Molina operations. Develop, enhance, and improve enterprise business continuity management, supporting incident plans and state-specific recovery plans. Ensure annual plan compliance requirements are achieved.
Implement processes, procedures and systems that will ensure that the company’s continuity capabilities remain in compliance with all laws, regulations, and best practices.
Validating, testing, and identifying gaps in business continuity strategies and communicating results to leadership
Supporting crisis management through recovery operations to ensure successful restoration of operations within an acceptable downtime.
Monitor and track annual compliance, regulatory, and reporting requirements. Generate regular and annual compliance reports, and metrics.
Coordinate and facilitate business, technology, and third-party participation in annual testing and planning activities.
Capacity to extend support for incident management team activations when prioritized.
Conducts research and analysis to support programs and projects.
Develops and conducts employee training to create awareness for areas of responsibility.
Support enterprise threat and crisis response activities
Conduct annual training of all crisis management and incident response plans or as changes to each location team. Prepare comprehensive, timely, and detailed after-action reports.
Assist in the evaluation, design and deployment of integrated systems and technology that support response, intelligence, service delivery and organizational strategy.
Maintain lessons learned and remediation tracker. Ensure items requiring remediation are resolved within a timely manner.
Job Qualifications
Required Education:
Bachelor’s Degree or equivalent experience
Required Experience:
Minimum 4 years demonstrated leadership in business continuity management programs at an enterprise level
Minimum 2 years managing complex projects
Supporting business continuity management programs with full life-cycle experience preferred
Situational awareness and responding to incidents that pose a threat to company, property, data, or people
Required Licensure or Certification:
Certified Business Continuity Professional (CBCP) or ability to achieve certification within 12 months of hire
Required Knowledge, Skills, and Abilities:
Problem solving skills
Analytical skills
Superb organizational skills and the ability to delegate effectively to meet delivery targets
Able to interact concisely/accurately and positively with leadership and colleagues
Excellent knowledge of crisis management best practices, policies, and procedures
Preferred Qualifications:
Master’s degree preferred
BCI or DRII certification(s)
Business Continuity in the Cloud or Fusion Risk Management experience
Travel Requirements:
Air Travel: 5%

Pay Range: $77,969 - $141,058 / ANNUAL
