Microsoft's CO+I team is seeking a Datacenter Central Cost Manager to provide services EMEA wide.

The Central Cost Manager will work alongside key stakeholders such as the Regional DCD Construction Directors and Design Leads to commercially manage projects in the EMEA region, concentrating primarily on a) improvement initiatives and consistent application of cost processes across the region and b) supporting pre-construction stages of the build from site selection, through design development and up to contract sum agreement stage and will fulfil the lead role of all initial cost planning and estimating on all projects across the EMEA portfolio.

The preferred location for the role is in UK or IRE, although the role can be located in any of Microsoft’s Europe hub locations. This role is eligible for hybrid or remote work.

Responsibilities

Process improvement: Work closely with sub-regional leads to maintain consistent application of cost processes & implementation across the EMEA region, where such processes include cost breakdown structures, estimating, tendering, financial reports, cashflow, accruals, change approvals, contingency/risk management financial close.

Management of improvement initiatives: Be the EMEA region point of contact for globally driven improvement initiatives. Agree and align with sub-regional leads on implementation into project(s) for pilot and roll out. Own co-ordination of each initiative, managing inputs from sub-regions to track progress and collate EMEA-wide reporting to meet global requirements.

Site selection support: Work with our site selection team in the region to provide constructability reports and site-specific comparative estimates on candidate sites. Also provide all funding and PO support necessary for this team to perform in the region

Design Team Commercial Support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves from POR though to final design. Project Design Change Control; management of process and coordination of all project baseline design changes during project specific design development. Provide as needed reports identifying cost of any POR/Baseline design changes. Provision of all commercial data to support Microsoft Change Management process

BQ Production and General Contractor Bids: Blank BQ production and preparation of pricing documents for GC bid events. Provision of General Contractor pre-tender estimates. Commercial RFI / clarification support during bid events. Provision of General Contract bid comparisons and tender reports

Pre-Construction Reporting: Preparing regular Cost Status updates and providing commercial input for Stage Gate approvals and Senior Management briefings. Support to, and coordination with, program and project management, procurement, design and estimating teams. Provide monthly Final Reports for all pre-construction projects

Project Funding: Provide the PER (funding) team all commercial support necessary to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple option cost scenarios.

Benchmarking: Provision of feedback for our regional benchmarking data. Liaison and coordination with global benchmarking team. Compilation of project indirect costs. Maintaining database and comparisons with baseline data

Qualifications

  • Bachelor’s degree in Construction management, Project Controls, Quantity Surveying or related field

  • Demonstrable experience of working in a matrix environments within large organizations

  • Proven experience of commercial management role on a major construction portfolio

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role.

  • These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

  • Commercial knowledge of construction internationally is preferred, but not essential.

  • MS excel proficiency

  • People management experience is preferred, but not essential.

  • Royal Institution of Chartered Surveyors (RICS) full membership or equivalent is preferred, but not essential.
