Meta Security Policy Manager, Intelligence Sharing in Menlo Park, California

Summary:

The Facebook Security Policy team is dedicated to identifying, tracking, and countering adversarial threat actors that seek to use our platforms to mislead users or cause harm. This work includes understanding the risks we face, crafting policies that govern acceptable use of our platforms, working across Facebook to build detection and enforcement regimes to counter threats and keep people safe, and working with partners in government, civil society, and across industry to help drive whole-of-society responses to protect victim communities and tackle security threats.We are looking for a Lead to coordinate our cross-team intelligence sharing and industry collaboration efforts. This role will begin with a focus on sharing and collaboration to counter fraud threats. The role will work closely with key partners in Legal, Engineering, Product, and Policy to identify, prioritize and implement the highest impact opportunities to share intelligence and work together with industry counterparts, with the goal of improving our own detection and enforcement and increasing deterrence against bad actors. This role will represent Meta with stakeholders from industry, government and civil society, and will help constrain bad actors that are causing harm across the internet.

Required Skills:

Security Policy Manager, Intelligence Sharing Responsibilities:

  1. Work with Facebook's Public Policy and Security teams, as well as external stakeholders, to monitor and engage with the global security environment for policy issues that interest the company.

  2. Understand the evolving threats posed by bad actors and the range of platforms and institutions that those threats target.

  3. Work with internal partners to identify where we could improve our own detection and enforcement by sharing and receiving intelligence.

  4. Identify opportunities to increase deterrence against bad actors through intelligence sharing and partnerships.

  5. Work with internal partners to prioritize our sharing strategy, design technical platforms to enable effective sharing, and execute on those intelligence sharing and collaboration goals.

  6. Partner with industry and other sector counterparts to design and execute intelligence sharing and collaboration.

  7. Communicate our intelligence and collaboration strategy internally, including to leadership.

  8. Understand the internal teams working on cybersecurity projects and how their work fits into our intelligence and collaboration strategy.

  9. Represent Facebook in meetings with technical experts, politicians, policymakers, NGOs and civil society groups.

  10. Move quickly to identify and respond to global events and trends.

  11. Willingness to travel globally when necessary.

Minimum Qualifications:

  1. 8+ years of relevant cybersecurity and policy experience

  2. Experience in information security at technology companies and/or in government

  3. Demonstrated experience communicating legal requirements for systems design to a technical audience

  4. Understanding of the global cybersecurity standards and regulatory environment

  5. Understanding of current threats and trends in cybersecurity and in cybersecurity legislation

  6. Experience working in a dynamic environment and influencing outcomes

  7. Experience to operate independently and within ambiguity

  8. Communication skills to represent Facebook externally as well at the executive and senior official level

  1. Undergraduate degree in Computer Science or equivalent experience

  2. Deep background in security technologies, standards, and regulations, to include those related to payments services

  3. Experience in identification, assessment, and disruption of malicious actors

  4. Advanced degree or equivalent experience in information security or cybersecurity

  5. Experience operating in developing nations

Public Compensation:

$151,000/year to $216,000/year + bonus + equity + benefits
