Summary

The Sr. Contracts Administrator supports the mission of the AeroVironment Contracts Department by providing excellence in Contracts Administration to internal and external customers. A Sr. Contracts Administrator possesses expert knowledge and understanding of Government Contracts Administration within the aerospace and defense industry. The Sr. Contracts Administrator supports the bid, capture and contract negotiation processes, and then ensures efficient performance throughout the life of each contract, supporting amendments and interpretations as necessary. Detail-orientation is a must in this role.

This position will be in a hybrid position based out of our new Centreville, VA office.

Position Responsibilities

  • Works with the Contracts Manager and other functions including Sales, Finance, Program Management and the Legal team on bid and proposal preparation, contract negotiation, contract review and administration for new and sustaining products and services.

  • Ensure compliance with contracting policies, laws and regulations, including but not limited to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), Cost Accounting Standards (CAS), Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). Responsible for generating compliance matrices and making recommendations in accordance with AV policies and procedures, as required.

  • Serves as point-of-contact for assigned customer portfolio and serve as customer interface on pre-contract and active contract activities.

  • Manages and monitors the performance of long-term contracts and agreements. Analyzes and concisely summarizes contractual obligations, commitments, and performance for internal stakeholders. Analyzes the impact of modifications and revisions to contract terms and prepares recommendations and risk reviews for management.

  • Coordinates flow-downs of terms and conditions with other functional departments as required. Assists other Contracts Administrators in ensuring the customer is compliant with the terms and conditions.

  • Participates in proposal planning, evaluates proposals for accuracy and compliance with AV Terms and Conditions and export regulations; prepares and submits quotes to the government or prime contractors.

  • Liaison with Defense Contract Management Agency (DCMA) for sources, inspections, and quality checks.

  • Maintains an accurate audit file for each contract which will include original contract, all correspondences, changes/deviations, amendments, clarifications, etc.

  • Supports maintenance and retrieval of contract documents/files and validated data, preparation of reports and participation in status reviews.

  • Other duties as assigned.

Basic Qualifications (Required Skills & Experience)

  • Bachelor’s degree in business administration required, or equivalent combination of education, training, and experience

  • Minimum of 8 - 12 years' experience performing duties and responsibilities in an aerospace / defense / government contracting environment

  • US Citizenship is required with a DoD Secret security clearance which was active in the last 24 months.

  • Experienced in federal acquisition process, government contracting principles and regulations (e.g., FAR, DFARS, NFS, other Agency Supplements, and contract-specific flow-downs, etc.) required

  • Demonstrated knowledge of various contract types (i.e., FAR 12, FAR 15, Other Transaction Authority (OTA) Agreements, Letter Contracts, Indefinite-Delivery, etc.)

  • Experience with negotiating and administering multiple funding types (CPFF, T&M, LH, FFP, FFP-EPA, etc.)

  • Comfortable with negotiating complex Subcontracts with Government Prime Contractors

  • Experienced in and knowledgeable of contractual terms and conditions and high-risk terms

  • Demonstrated knowledge of ITAR, EAR and related U.S. export regulations required

  • Occasionally may be required to travel within the Continental U.S.

The salary range for this role is:

$89,920 - $134,880

ITAR Requirement:

This position requires access to information that is subject to compliance with the International Traffic Arms Regulations (“ITAR”) and/or the Export Administration Regulations (“EAR”).
