Summary This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Responsibilities The primary purpose of this position is: To provide on/off equipment maintenance for the 5 Generation aircraft. Responsible for troubleshooting, inspecting, repairing, modifying, and maintaining advanced composite components, internal and external along with accessories of aircraft structures assemblies/sub-assemblies and low observable systems, sub-systems, and applicable aircraft specialized coatings. Maintain the low observable system and subĀ­ systems via health evaluation/quantification systems. Prepare aircraft for, and perform scheduled and unscheduled inspections, repairs, maintenance, modifications and TCTOs. Identify, remove, and prevent corrosion including proper application of corrosion inhibitors. Provide training to reservists in the accomplishment of tasks herein. Duties: 1: Reads, interprets, and understands engineering drawings as well as manufacturing process specifications for coatings/plastics applications on low observable aircraft, parts, and assemblies. 2: IAW technical data and standards: Plans and lays out work from engineering data, blueprints, sketches, drawings, specifications, and work orders in the repair, coating, or manufacture of aircraft structural components and support equipment. 3: Operates, cleans, maintains, and accounts for all hand, power tools and equipment to fabricate and repair items. Performs evaluations and audits of the low observable coatings systems for damage and system integrity. 4: Utilizes safety practices, Federal Environmental Protection Agency (EPA) and AF Environmental Compliance Assessment Management Program (ECAMP) environmental protection practices and procedures and complies with security regulations, directives, and policies. 5: Cleans work area and equipment. Requirements Conditions of Employment Qualifications QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4300 - Pliable Materials Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a composite/Plastic Fabricator without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of materials, techniques, practices, and procedures related to sheet metal structural and composite structural tasks to support aircraft and support equipment maintenance. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. 2: Knowledge of federal Environmental Protection Agency (EPA) and AF Environmental Compliance Assessment Management Program (ECAMP) rules, regulations, and instructions relating to hazardous waste generation and personal and environmental protection. Practical knowledge of the principals of low observable technologies/construction features. Ability to input, validate, analyze, interpret and understand signature data. 3: Skill in layout and pattern development (including geometric projection and triangulation). Skill in using and maintaining a variety of metal shop tools, equipment, and measuring instruments such as drill presses, punches, metal saws, cabinet blasters, paint guns, and pressure pot paint guns. Skill in assembling, fabricating, and repairing aircraft structural components, and materials. Skill in use and maintenance of a variety of specialized surface preparation/coatings application equipment such as powered spray units, sanders, grinders, vacuum, pit depth gauges, and stencil machines. 4: Ability to do the work of structural/plastics fabricator/low observable technician without more than normal supervision. Ability to inspect and evaluate structural damage to sheet metal and composite systems sufficient to plan and accomplish repairs. Works to exacting tolerances, applying unique low observable coatings to specified thickness and surface texture. Precise craftsmanship and attention to detail is critical in repair processes. 5: Ability to maintain professional, courteous, and cooperative interaction with coworkers, sections, and organizations. Communicate and appropriately document work orally and in writing both manually and through computer-based access methods. Skill in interpreting blueprints, program readouts, diagrams, sketches, technical specifications, and shop mathematics. 6: Knowledge of work area hygiene, upkeep, cleanliness, and foreign object debris prevention sufficient to clean work area and/or job site upon completion of work. Maintains an organized work area and practices good housekeeping. Accomplishes daily cleanup of work area at designated times. OTHER SIGNIFICANT FACTS: (1) Performs other related duties as assigned. (2) The incumbent must obtain and maintain a SECRET security clearance. (3) Cleans work area and equipment. (4) The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TOY) away from the normal duty station. (5) The incumbent may be required to work scheduled and unscheduled overtime to meet workload demands. Incumbent will be required to work off-shifts, i.e. first, second, third shifts in support. of24/7 operations. (6) This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties. however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities as determined by the supervisor. (7) Must be able to attain special program access for the specific weapon system program (F-22, B-2, or F-35 if applicable) IAW AFI 16-70I, the US Air Force Special Access Programs, for assigned MOS. (8) Employee will be required to drive a motor vehicle. Must qualify for license/permit to operate required vehicles and aerospace ground equipment on airfield. (9) Must be able to pass physical examination required to wear respiratory protection equipment. (10) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. FUNCTIONAL REQUIREMENTS: Work encompasses extended periods of strenuous physical exertion involving prolonged standing under aircraft handling power tools overhead causing strain related to lack of movement. Strain related to lack of movement working in cramped/awkward positions for extended periods. Reaching, lifting, bending, stooping while using hand and powered tools. Carpel strain caused by vibration/noise from powered tools. Climbing up/down ladders and scaffolds. Frequently handles, lifts, and carries objects weighing up to 50 pounds, and occasionally lifts and moves heavier items with assistance. ENVIRONMENTAL FACTORS: Work is performed both inside and outside. When working outside incumbent is subject to a variety of hot/cold weather conditions requiring equipment to prevent injuries such as frostbite from extreme cold and slips from icy conditions. Subject to injury from noise, toxic/ corrosive chemicals, acids, caustics, fumes, sharp objects, bruises, and chemical/temperature burns. Hazards from operational aircraft, moving vehicles and machinery. Often required to work in shop areas without adequate lighting and ventilation. Required to wear vapor proof protective suits and respirators for extended periods of time. Soiling of clothing/skin from dust, oil, grease, fuels, sealants, and paints. Required to wear safety glasses when performing hazardous operations. Required to wear fall protection harnesses when working above four feet.
