Job Summary

The Senior Director, Talent Acquisition and Human Resources Technology is responsible for overseeing all facets of the Talent Acquisition (TA), the organization's Human Resources Information Systems (HRIS), and L.A. Care's Contingent Workforce Program (CW). This position reports to the Deputy Chief Human Resources Officer (CHRO) and is responsible for development, implementation and maintenance of the strategic plans for TA and L.A. Care's Workforce Planning.

The incumbent is also responsible for the design and implementation of a streamlined and effective recruitment process, employing traditional and non-traditional sourcing strategies, and working with the recruitment team in the development of creative recruitment methodologies and approaches. The Director is responsible for working with internal and external partners such as Marketing and Communications and outside marketing firms to build the employer brand, employer value proposition, and develop a social media strategy to build candidate pipelines. The Senior Director is responsible for managing all executive and medical director level roles.

Provides leadership in design, configuration, implementation, communication, maintenance and administration of HRIS strategy including, but not limited to, management and completion of all HR audits; administration and maintenance of the HRIS (Core HRIS, Employee Central, Performance & Goal Management, Benefits, Recruiting, Learning Management, contingent workforce management, etc.) overseeing the development of software requirements based on changing business needs. This position manages the processes and procedures responsible for the documentation and oversight of all internal controls governing HR systems. This position will direct all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct-reports.

This role collaborates across all HR functional areas and with internal stakeholders, successful outcomes require a broad knowledge of service areas to understand roles, challenges and engage the right people at the right time.

Duties

Responsible for developing long term and short term strategic plans and overseeing their implementation to ensure continued performance. Articulates the vision, implements strategy, ensures training, knowledge development and compliance of all assigned divisions.

Responsible for assigned department(s) business operations, budget, service agreements, development of goals, objectives and policies. Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.

Designs, develops and maintains the recruitment strategic process and workforce planning including the program description, recruitment measures, regular outcomes reporting, and gap analysis and problem solving.

Manages and oversees HR systems (Core HRIS including Benefits, Compensation, Security Admin, Reporting, Onboarding, Performance & Goal Management, Recruiting, Learning Management, Contingent Workforce Management etc.).

Centralizes the contingent workforce population enterprise wide. Identifies and defines all contingent worker categories. Creates and facilitates the entire lifecycle for all contingent workers (on/off-boarding, training, and monthly OIG/SAM checks etc.).

Recruits and sources for all executive and medical director roles for the organization, in addition to collaborating with the C-Suite for succession planning of similar roles enterprise wide.

Duties Continued

Manages and oversees communication with outside immigration counsel and all H1B, TN, VISA transfers and sponsorship documents.

Responsible for compliance trainings with new hire/transfers, H1B, TN and EAD, Visas and oversees audits to validate compliance requirements.

Maintains TA metrics to monitor, predict, and control TA activities to ensure maximum department effectiveness. Collaborates with internal department leaders to ID sources and manage relationships.

Establishes, implements, and maintains audit procedures to ensure database information is accurate and up-to-date; troubleshoots and solves data and system problems. Completes regular audits to ensure HR compliance with Government Regulations and L.A. Care Policies & Procedures including but not limited to I-9; E-verify; drivers and professional licenses; liability insurance; payroll batch; benefit eligibility; background checks; email group audit; confidentiality agreement. Possesses overall accountability for data integrity, including quality, accuracy, reporting, timeliness and usability (includes core systems and related interfaces). Maintains data integrity in systems through pro-active means (audits, queries, etc.). Helps to build the employer brand, employer value proposition and sets the social media communication strategy for different job profiles and functions within L.A. Care. Builds and manages quality relationships with executive, retained search firms and temporary agencies as well as vendors of recruitment operations tools such as the ATS, background screening, reference checking and testing. Oversight and facilitation of the immigration process (H1B, TN, all other eligible VISA) including but not limited to transfers and extensions. In conjunction with IT professionals, ensures HRIS configurations, code, programming and security protocols are in alignment with established governance procedures and ensures data privacy. Performs other duties as assigned.

In lieu of degree, equivalent education and/or experience may be considered.

Required:

At least 9 years of progressive experience in Talent Acquisition, HR Systems role, HR compliance audits and in a technical function utilizing HR software applications with at least 8 years of leading staff or supervisory/management experience.

Talent Acquisition and HR information system implementation experience.

Experience with application configuration, software vendor selection, and vendor relationship management.

Preferred:

Working or advanced knowledge of SAP/SuccessFactors, Dell Boomi, ADP (Enterprise, ADP eTime, Employee and Manager Self-Service), and/or Taleo.
