Los Alamos National Laboratory Technical Project Manager (Technical Project Manager 3) in Los Alamos, New Mexico

This Technical Project Manager in Mission Assurance will be deployed out to the Deputy Laboratory Directorate for Science, Technology and Engineering. Individaul will be the main point of contact for ST&E, Institutional Management Review Board (IMRB), Institutional System of Systems, Issues Management and Policy.

Primary Job Duties will include:

  • Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, , and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

  • Primary interface between program and line management for iSOMs deliverables, management review boards in accordance with the project charter and line expertise.

  • DDSTE issues management (IM) SME and mentor for the IM SMEs at the Assoicate Directorate Level

  • Attend and monitor MRBs at the ALD level, providing input as needed, ensuring mission assurances issues are handled appropriately.

  • Assist in the preparation of Corrective Action Plans as need up to and including CAP management.

  • Create and manintain executive dashboard, interfacing with SMEs, user facilites, and data collectors quarterly.

  • Collect requested DDSTE and institutional metrics

  • Review and provide input for enterprise risk management activities

  • Contribute and provide feedback and status for various initiatives on periodic basis to PEMP SME.

  • Coordinate with Los Alamos Site office on various site specific presentations and tours.

  • Act as interface with IQPA for Issue Management SMEs.

  • Ensure all DDSTE policy reviews and updates are accomplished in a timely manner.

  • Represent DDSTEs interest in all areas related to the Devonway system.

  • Represent DDSTEs interest in all areas related to RevCom

What You Need

Minimum Job Requirements:

Job Knowledge

  • Advanced knowledge of and demonstrated experience in all aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.

  • Advanced knowledge of the technical or operational discipline of Mission Assurance and/or DDSTE programs

  • Demonstrated experience in developing and nurturing effective mid-upper level internal and external customer relationships.

  • Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion.

  • Demonstrated ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Communication

  • Demonstrated ability to communicate effectively, kindly, and strategically.

  • Demonstrated professional, oral, and written communication skills with peers and executive-level colleagues across time zones and diverse stakeholders.

  • Must be comfortable communicating via phone, email, virtual platforms, and in-person.

  • Strong editing, grammatical and proofreading skills are required.

Leadership

  • Experience working with metrics and methods of continuous improvement and establishing administrative systems and processes.

  • Ability to engage in or lead efforts to identify and meet milestones and will take appropriate initiatives with minimal oversight to make decisions within defined boundaries.

  • Demonstrated mentoring and teaming skills. Utilization of tact, diplomacy, and discretion in dealing with sensitive and in-confidence information.

  • Demonstrated excellence in Customer Service.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

LANL-Specific Knowledge:

  • Knowledge of Laboratory structure and a subject matter expert regarding the Performance Evaluation and Measurement Plan, Issues Management systems, Institutional Management Review Boards, Devonway and RevCom.

Handling Sensitive Information:

  • Experience handling classified or sensitive matter, working on classified networks, or working in an area of information security such as HIPAA records management, computer security, operations security or classified matter protection and control.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM USA. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
