Los Alamos National Laboratory Technical Project Manager 2/3 in Los Alamos, New Mexico

What You Will Do

Bioscience Division (B-DO) conducts research and development in basic and applied biological sciences in support of the national security mission of Los Alamos National Laboratory. As the Technical Project Manager (TPM), you'll take the lead by establishing technical requirements, defining deliverables and budgets, and skillfully scheduling and overseeing project teams. Your expertise will ensure projects are meticulously planned, tracked, and executed from start to timely finish. Daily, the TPM will be at the forefront of technical interactions with Division scientists and fully engaged in driving program development activities. Bridging the gap between line management, program management, project sponsors, and project scientists, the TPM will ensure resources are accessible to accomplish the work. They will expertly recognize procurement and contracting needs, skillfully coordinating resources to achieve project deliverables within the defined scope, schedules, and budgets. The TPM will actively contribute to the organization and composition of proposals for project sponsors.

The TPM will primarily be working in the Genomics and Bioanalytics Group (B-GEN). B-GEN conducts basic and applied genome science and research and uses this knowledge/expertise to tackle a plethora of national security challenges. Our groundbreaking work builds on a history of significant contributions to the Human Genome Project, our pivotal role as a founding member of the DOE Joint Genome Institute, and our far-reaching partnerships for genomics education and training.

Within this group, fascinating new science awaits you, ranging from digital biosecurity and multi-omics to big data analytics, biosurveillance DNA data storage, and signature discovery.

This position will be filled at either the Technical Project Manager 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities will be assigned if the candidate is hired at the higher level.

What You Need

Minimum Job Requirements:

  • Working knowledge and experience in project management of technical and operational work including developing project plans, managing scope, budgets, and technical baselines.

  • Experience and working knowledge of project management functions and tools, estimating, costs, and scheduling.

  • Demonstrated successful record of effective interpersonal and communication skills as evidenced by stakeholder interactions and collaborations, briefings, and presentations.

  • Demonstrated knowledge and expertise in genomics, bioinformatics, computational biology, and related fields.

  • Familiarity with technologies and methodologies in genomics research and analysis

  • Ability to obtain a DOE Q Clearance (Usually requires U.S. citizenship).

Additional Requirements for a Technical Project Manager 3:

  • Expert-level experience servicing as the primary interface between customers, executing organizations, and line management for small or moderately complex projects.

  • Advanced knowledge of and demonstrated experience leading or collaborating in all aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.

  • Advanced knowledge of regulatory and Laboratory (or equivalent) requirements for bioscience-related work.

  • Advanced ability to interpret and communicate complex scientific concepts and findings to diverse stakeholders.

  • Experience working with confidential or porpritary information, controlled documents, or sensitive information.

Education/Experience at level 2 : Requires a Bachelor's degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A project Management Institute certification is desired at this level.

Education/Experience level 3: Requires a Bachelor's degree from an accredited institution and 8 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired at this level, along with experience managing a research lab.

Desired Qualifications:

  • Active Q clearance

  • Previous extensive and documented technical experience in biological sciences.

  • Advanced understanding of genomics, bioinformatics, computational biology, and related fields, with a track record of managing complex projects in these dsiciplines.

  • Possession of an advanced degree (Master's or Ph.D.) in biological sciences, with a focus on genomics or related disciplines.

  • Advanced knowledge of relevant funding agencies (e.g., DoD, DHS, DOE, NIH) and experience in organizing and writing proposals to these agencies.

  • Demonstrated ability to use project management and/or spreadsheet software to track project and financial data.

  • Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion.

  • Demonstrated ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Work Environment: This position will require some domestic travel and may require occasional foreign travel.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
