Los Alamos National Laboratory Group Leader (R&D Manager 4) in Los Alamos, New Mexico

What You Will Do

The Engineering Technology & Design (E) Division is seeking an R&D Manager 4 (Group Leader) to serve as the leader for the Mechanical and Thermal Engineering (E-1) Group. As part of the Engineering Design & Technology (E) Division management team reporting to the E Division Leader, you will provide technical, operational and business leadership for the group. You will promote a vision that accomplishes the group's mission for the laboratory as well as maintain and enhance group capabilities as part of a strategic plan for E-1. You will create an environment that promotes technical excellence, mission delivery, and reinforces LANL's culture of how we do work is as important as what we do. You will work effectively to build collaborative relationships with internal and external Laboratory partners and stakeholders and routinely interface to facilitate resource planning to meet programmatic deliverables. You will team with E Division management to ensure a balance of resources to satisfactorily accomplish the group's mission. You will recruit and retain the highest caliber of employees as well as promote career development opportunities for E-1 employees.

E-1 performs mechanical engineering design, analysis, fabrication, assembly and testing support. In E-1, you are assured to be challenged by a uniquely diverse set of customers in Weapons and Science, Technology and Engineering Directorates. The group is comprised of research and development engineers, technologists, technicians, and designers with a passion for solving technical problems.

What You Need

Minimum Job Requirements:

Leadership and Management

Demonstrated record of successful management of a technical team or an organizational group that includes experience in areas such as performance and salary management, budgeting, organization of workflow, recruitment, and workforce development.

Demonstrated record of advocating for resources, people and projects within your team or organization.

Demonstrated experience in effective decision-making and creative problem solving. Expert experience with conflict resolution.

Continuous Improvement

Demonstrated successful application of sound business practices and promoting objectives in such areas as continuous quality improvement and strategic organizational planning skills. A successful record in program and process development, including preparation of technical and budgetary proposals and negotiating with potential customers. Experience in program development, program advocacy, strategic planning, resource planning and allocation, technical program execution and negotiation.

Technical

Demonstrated knowledge and experience in one or more of the group's areas of expertise (mechanical design, analysis and experimentation in support of LANL research and development programs).

Strategy & Collaboration

Demonstrated experience in building collaborative relationships, internally across groups, divisions and directorates, and externally with other laboratories, universities, and industrial partners.

Communication

Strong record of effective written and verbal communication skills, as evidenced by application materials, letters of reference, and by seminars, briefings, presentations, and publications.

Education/Experience: Position requires a Bachelor's Degree in Engineering from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Familiarity with DOE and LANL policies and procedures.

  • Familiarity and application of the SCoR principles of a safe workplace.

  • Experience managing or operating within moderate hazard facilities.

  • Demonstrated experience with classified computing, classified data, and/or classified parts.

  • A strong record of achievement in one or more of the group's mission and/or capability areas, as demonstrated by technical contributions, project management, and supervisory/technical leadership experience.

  • Demonstrated experience working directly with laboratory customers to identify schedule and resource availability and bring group assignments to a timely completion.

  • Ability to obtain a Q Clearance, which normally requires US citizenship.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
