Clinton County Commissioners Manager of Treatment Services in Lock Haven, Pennsylvania

QUALIFICATIONS: A bachelor's degree with major course work in Criminal Justice, Social Service, Sociology, Psychology, Behavioral Social Sciences, Business or a related field. (NOTE: Full time experience as indicated below may be substituted for the education requirement on a year-for-year basis.). Five (5) years of full-time experience in corrections or criminal justice (preferred). Must maintain annual certifications in First Aid, CPR (Cardio Pulmonary Resuscitation), AED (Automated External Defibrillation), Mental Health First Aid and any other required certification/license. Employees assigned to this position will be required to possess and maintain a valid driver's license, have a satisfactory pre-employment drug screen, Prison Rape Elimination Act clearance and background check.

SUMMARY: The core responsibility of this position is to supervise all aspects of the Treatment Department including all services necessary to assist with offenders' reintegration into the community. This position requires interviewing and assessing detainees to determine risk, reviewing criminal history information and past incarceration records, evaluating the threat level to self or others, recommending housing placement and reassessment of detainees during their incarceration. The position will supervise Case Managers assigned to detainee records, fiscal assignments, in-house work program and/or outside agency case management.

SUPERVISION EXERCISED: This position exercises supervision over the Case Managers.

ESSENTIAL JOB FUNCTIONS:

• Responsible for the classification system, i.e., assignment of custody levels based on established parameters, detainee population management as it relates to the facilities classification process and knowledge of all components to the facilities classification system to reduce liability.

• Assessing the needs of detainees, determining level of care, ensuring detainees have access to services in a continuum of care by identifying, referring and authorizing appropriate services and developing treatment plans.

• Chairperson for the monthly Reentry Assessment Team meeting.

• Participates in the weekly Medicated Assisted Treatment (MAT) meeting which is responsible for compliance and program recommendations.

• Acts as the facility Grievance Coordinator which is responsible for reviewing, assigning, tracking and ensuring compliance with policy and procedure.

• Participates as a member of the Misconduct Disciplinary Committee.

• Provides sensitive information in a timely manner for grant applications and right to know requests.

• Oversees staff responsible for detainee orientations with respect to facility policies and procedures, oversees detainee daily activities to ensure a positive and productive reintegration into society.

• Provides recommendations concerning detainees' needs; i.e. mental health, protective custody, work assignments, misconduct hearings, group participation.

• Reviews and follows through with Court Ordered services.

• Ensure the Clinton County Correctional Facility is in compliance with all standards (under their supervision) established by Title 37 of the Pennsylvania Code, Prison Rape Elimination Act, PA Department of Corrections requirements for Correctional Staff Training Academy, Contracted Agency Audits, National Detention Standards 2019 and all Clinton County Policy and Procedures.

• Coordinates access to available social and ancillary services, such as housing, childcare, medical and financial services, reviews detainee requests to participate in programs and makes recommendations as to appropriateness for participation.

• Responds to detainees' general information requests in both written and verbal.

• Assists detainees in finding ways to be responsible for their actions and subsequent consequences by challenging incorrect thought processes.

Recognizes problematic detainees and/or special needs detainees to institute cognitive self-changes, treatment agreements or behavior modification plans.

• Analyzes and attempts to verify accuracy of information received from varying sources to determine whether a notification will be relayed to the detainee.

• Consults, assists, prioritizes and exchanges information with the Mental Health staff for the best course of detainee management.

• Attends meetings, maintains files and records, prepares annual statistical data to jail administration and ensures compliance with department policies and procedures and established regulatory standards.

• Communicates with internal departments and external social and professional entities on behalf of detainees, develops status reports on detainees for the Courts and conducts client follow-up at required intervals.

• Responsible for the oversite of the facilities in-house detainee work program.

• Supervises staff responsible for Records which is responsible for confirming presence of legal committing/releasing documents and all court related paperwork.
