Environmental Protection Agency Grants Management Specialist in Lenexa, Kansas

Summary This position is in Region 7, Mission Support Division, Resources and Financial Management Branch, Grants Management Section. About Region 7 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Provide advice, guidance and interpretation of EPA policies/procedures to project officers, program staff and recipients; train and mentor junior staff, provide training to recipients on occasion. Manage a comprehensive grant and cooperative agreement and/or IAG workload, including reviewing applications for regulatory requirements, dispute resolution, and performing post-award management activities. Provide authoritative assistance to Region 7's technical, scientific, and administrative staff in interpreting Agency statutory, regulatory, and policy requirements. Conduct cost and price reviews of detailed budgets and makes recommendations to the technical program office concerning the acceptance or non-acceptance of findings. You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. #LI-DNI Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as experience applying grant management systems and methodologies to resolve issues, developing and analyzing cooperative agreements or financial reports, and developing recommendations for systems and/or business process changes. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of statutory and policy requirements applicable to assistance agreements sufficient to identify and resolve complex/controversial grants management issues. Knowledge of assistance management methods to plan and manage long-term agreements. Ability to gather and analyze pertinent facts and information to devise practical solutions to complex or controversial problems as it relates to grant management. Ability to advise on grants and cooperative agreements, business processes, procedures, administrative regulations and policies. Knowledge of state and local government agency practices regarding grants management and accounting. Ability to lead initiatives and teams, manage complex projects, and present results to senior agency management. Knowledge of automated data processing techniques. Skill in written communication. Skill in oral communication.
