What We Do:

Financial Services is responsible for overseeing, managing and controlling the Department's finances. The Accounting work unit within Financial Services exists to maintain a controlled environment to properly record financial information for the more than $16 billion in taxes and fee revenue collected annually by the Department. The unit also provides accounting services and information for taxpayer refunds and distributions to taxpayers and various governmental agencies. Fiscal year end activities include computing material adjustments in excess of $1 billion to the State's accounting records to allow the State Controller to produce the Annual Comprehensive Financial Report (ACFR) that complies with Generally Accepted Accounting Principles (GAAP).

The unit functions as a statewide entity, operating in 72 cash funds and directly posting to the accounts of 38 state agencies and institutions of higher education, as well as being primary custodian of over 26 cash funds. This unit has oversight responsibility for the design and maintenance of several systems and subsystems, payroll for 1,700 employees, information and budget support, expenditure document and controls, Federal grants, and capital construction.

The typical day as an Accountant II:

As an Accountant II, you will:

  • Reconcile the daily revenue activity as it is generated by taxpayers filing returns, making payments, receiving refunds, etc.

  • Reconcile daily refund activity in the tax collection system

  • Create entries related to tax refund intercepts

  • Maintain system and sub-system integrity to achieve internal control and reporting requirements

  • Administers and maintains in accordance with fiscal rules, procedures, and governmental accounting standards

  • Prepare accounting reconciliations for agency cash accounts, short-checks, and revenue accounts

  • Perform variance analysis between the tax collection system and the financial system.

  • Prepare journal entries or other appropriate documents to resolve identified errors.

  • Reconcile the collection of local-government and special-district taxes and prepare the monthly distributions to cities, counties, transportation districts, cultural districts, health districts, local improvement districts, and metropolitan districts.

  • Participate in monthly close activities, including the preparation of various journal entries.

  • Participate in fiscal year end close activities, including the preparation of tax accrual entries.

  • Ensures financially related transactions are recorded properly in accordance with GAAP and other applicable statutes, rules, regulations, and policies and determines the course of action to be taken when the above guidelines are unclear.

    This position is currently tasked with performing work duties via flex-place (aka telework, work-from home arrangements) with on-site visits periodically (generally, once a quarter) for meetings and/or training.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in accounting or in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education in Accounting, Business (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

Preferred Qualifications:

  • Working knowledge of governmental accounting, or familiarity with FASB/GASB standards

  • State experience using the State financial system (CORE)

  • Proficiency with Excel

  • Experience with pulling reports from systems

  • Demonstrated ability to work and perform tasks independently

  • Able to work well on an accounting team.

    Conditions of Employment with the CDOR :
