Description We are in search of a meticulous Purchasing Manager to join our team within the local government sector, based in Lakewood, California. This role offers a short-term contract employment opportunity. The Purchasing Manager will be responsible for assisting in the development of Requests for Proposals and Bids, preparing contracts and other related documents, and handling procurement activities for the District’s operations.

Responsibilities:

• Assist in drafting and issuing Requests for Proposals (RFPs) and Requests for Bids (RFBs), as well as other technical documents.

• Prepare contracts, contract amendments, staff reports, presentations, and other related documents for legal review and approval.

• Evaluate bid documents and other technical documents to ensure consistency with engineering specifications, District codes, and regulatory requirements.

• Administer and track contracts, project change notices, change orders, and purchase orders.

• Purchase supplies, services, and equipment for District operations in accordance with the District’s procurement guidelines.

• Receive and evaluate purchase orders, bids, and contracts, and resolve discrepancies and issues regarding prices, delivery, and quality.

• Negotiate and recommend execution of contracts for the purchase of supplies, services, and equipment.

• Stay informed of economic and business situations affecting the supply of routine District materials and make recommendations to meet changing needs.

• Collaborate with Project Managers to stay apprised of specific District supplies, services, and equipment relating to operations of the District’s advanced water treatment facilities.

• Analyze change orders and contract amendments for all capital projects.

Skills:

• Proficiency in Corporate Procurement, Procurement Processes, and Procurement Requests.

• Experience as a Procurement Specialist.

• Knowledge of Purchasing Activities, Purchasing Procurement, and Purchasing Department functions.

• Expertise in Purchasing Management, Purchasing Materials, and Purchasing planning.

• Familiarity with Purchasing Policies and Global Supply Chain. Requirements • Must hold a minimum of 3 years of experience in a Purchasing Manager role or similar

• Proven experience in Corporate Procurement is necessary

• Proficiency in Procurement and Procurement Processes is required

• Experience handling Procurement Requests is essential

• Prior work as a Procurement Specialist will be advantageous

• Must be adept at managing Purchasing Activities

• Experience in Purchasing Procurement is necessary

• Familiarity with the operations of a Purchasing Department is required

• Must have a solid understanding of Purchasing Functions

• Experience in Purchasing Management is necessary

• Must be proficient in Purchasing Materials

• Knowledge and experience in Purchasing planning is required

• Familiarity with Purchasing Policies is necessary

• Experience in Global Supply Chain management is highly beneficial

• Must be eligible to work in the local government sector.
