Purpose and Scope

Amentum is seeking a Project Engineering Manager to lead a team of Project Managers, Cost Estimators, and Project Controls personnel at the Kennedy Space Center, Florida on the Base Operations and Spaceport Services (BOSS) Contract. The position requires management of a team providing support on a variety of engineering assignments associated with industrial base operations and maintenance of facilities infrastructure. Assignments range from supporting team members on requirements development thru design, and implementation. Support project proposal development and implementation. Projects range in multi-discipline complexity. Provides support to ROM (Rough Order of Magnitude) estimates for projects, as well as risk assessments to support proper project prioritization.

Job Duties and Essential Responsibilities

Possess a firm knowledge of project management to include, but not limited to Requirements Development, ROM development, development of technical requirements documents for design support, and or construction support, procurement processes, and construction management thru completion and close out. Plan, Direct, and Monitor overall quality, technical content, and timeliness of the development of ROMs, submissions of task plan proposals, and execution of task orders approved by the Government. Ensure that a Quality Assurance/Quality Control process is completed so task plan proposals and final task order deliverables meets or exceeds customer expectations. Responsible for all aspects of the Task Order (non-baseline) Program, to include cradle to grave project management activities associated with multi-million dollar requirements submitted by the Government. Task Order Program requirements vary in engineering discipline, and degrees of complexity. At this level, the individual will have demonstrated an understanding of the electronic work receipt system (EWRS) as it relates to receipt and submission of task order flows throughout the life cycle of a project. to include, but not limited to supporting team members in Q/A Q/C of deliverables in accordance with PWS mandates. Assure task plan proposals are commensurate with the scope, complexity, and acceptable risk provided by the Government RFP. Ability to work, and lead team members in a fast-paced environment handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules while maintaining performance standards. Manage the project teams to keep their focus on the project deliverables, schedule, and allocated hours. Enforce proper attention to schedule and manhour status updates. Monitor the submission of deliverables as they relate to Performance Work Statement (PWS) schedule requirements. Provide recommendations for hiring new personnel. Develop, mentor, and manage staff. Establish and monitor Department and individual goals. Manage staff career development and training. Conduct performance evaluations. Develop and maintain relationships and interfaces with internal stakeholders and client team(s), including regular collaboration with client(s) via effective communication, time management, responsiveness, and reliability. Conduct periodic meetings to review Company and Department updates, issues and personnel work safety. Conduct periodic one-on-one meetings with employees to maintain open communication with staff, listen to suggestions, obtain status, ensure efficiency, and provide solutions where needed. Ensure compliance with Company and Department policies, procedures, and objectives. Review, develop or update Project Integration procedures as required. Prepare, deliver, and submit technical presentations in support of planning or project issues or efforts. Keeps project stakeholders advised of project progress, performance, and manpower utilization with attention to delays, adverse trends, errors, and omissions. Assures proper documentation of meetings, agreements, conversations, etc. that affect the conduct of the project. Demonstrate behaviors that promote a challenging attitude and the capacity to learn continually, encourage, motivate, develop, and support the team. Utilize the BOSS award program to recognize Team Members who have exceptional excellence and dedication in their work. Provide weekly status of Department activities to Director of Engineering. Elevate issues of concern to include internal or external customer hot items. Facilitate weekly Task Order Review Board with project managers, subcontractors and work management. Review new work and ROMs and provide feedback at weekly Work Evaluation Board (WEB) meeting. Keep track of real-time status of all projects. Attend customer Integrated Review Boards (IRBs) Ability to identify improvements and efficiencies and provide plan to implement changes. Carry out management responsibilities in accordance with company’s policies and applicable laws Perform other duties as required.

Education and Experience Requirements

5+ years of relevant experience with Masters degree, 8+ years of relevant experience with Bachelor’s degree. Experience in Project Management / Engineering with infrastructure related focus. Possess a working knowledge of computer systems and integrated software application programs – including Microsoft Word, Excel, Outlook, PowerPoint and Project. Good communication, writing and analytical skills.

Preferred Qualifications:

PMP Preferred. Proficient experience with MS Excel, Word, Project, Visio and PowerPoint May require some limited travel. May require the ability to pass and maintain a Security Clearance.

Other Requirements:

  • Must be a U.S. citizen and be able to obtain and maintain required clearances/badges as required by program and position

  • Must have the ability to communicate in English, both verbal and written in an effective manner.

  • Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
