This position may be participating in a *VEBA program.FSLA: ExemptDate:July 1, 2024A.GENERAL PURPOSE:This position serves as the division head of the Water Resource Division in the Public Works Department. The Water Resource Manager plans, organizes, directs, and controls the activities of the wastewater treatment plant, laboratory, water production and treatment, source water protection, and in close coordination with the Utility Management Superintendent and Wastewater Treatment Plant Manager, ensures the effective operation and maintenance of wastewater treatment plant, wastewater and storm water collection systems, and water production, storage and distribution systems. The Water Resource Manager is responsible for the planning, administration, operation and evaluation of all water resource programs; establishes quality and performance standards for administrative, operations, and maintenance staff; supervises all aspects of division operations to ensure attainment of quality performance; and performs responsible and innovative administrative management in support of the department and the City’s goals and objectives.B.SUPERVISION RECEIVED:Administrative direction is provided by the Public Works Director.C.SUPERVISION EXERCISED:Provides direct supervision of division personnel or others as assigned. D.ESSENTIAL DUTIES AND RESPONSIBILITIES:Program Management (80%)a)Develops, executes and monitors work plans, programs, goals and objectives to achieve the department’s mission and assigned priorities. b)Develops and executes policies and procedures necessary to ensure that all water quality related activities of the City are in compliance with federal, state and local regulatory requirements. c)Determines and coordinates assignments within the division and with other Public Works Department divisions, other City departments and outside agencies.d)Ensures that the facilities are maintained and operated to meet all federal, state and local public health requirements; serves as the liaison with regulatory agencies. Reviews and evaluates the performance of all water resource systems. e)Ensures compliance with all applicable Federal and State permits issued for the operation of City-owned water resource facilities including the periodic submittal of reports and other related technical data required in connection with said compliance.f)Supervises and reports on emergency response for sewage spills and the Drinking Water Emergency Notification Plan; coordinates with appropriate regulatory agencies; oversees and ensures timely posting of health warnings and dissemination of other public information. g)Directs and oversees monitoring, sampling and testing of drinking water, storm water runoff, wastewater treatment, pretreatment and other water resource related hazards; oversees chemical water treatment programs.h)Communicates effectively by preparing and presenting both oral and written reports and correspondence to public/private groups and technical peers; demonstrates open and direct communication with peers, subordinates, and the public.i)Manages and directs the research, preparation and submittal of complex and detailed technical and administrative reports and studies required by regulatory agencies, the City and other organizations.j)Assists in the planning and development of annual operating and maintenance budgets and capital improvement budgets; monitors and evaluates the budget to ensure efficient and effective use of resources and adherence to established guidelines. k)Provides guidance and direction for the periodic review and revision of plans and programs necessary for the effective operation, maintenance, upgrade and expansion of water resources facilities.l)Ensures operation of the assest management program are upkept, functioning and supportive of the needs for the utilities.m)Serves as the technical advisor on water, storm, sewer and wastewater to the City. n)Directs, coordinates and evaluates the performance of assigned staff; ensures that training courses/programs are available for continuous improvement of all levels of staff. Project Management (20%)a)Oversees the work and progress of consultants on capital and planning projects.b)Keeps the Public Works Director informed and updated on the status of projects and assignments.E.PERIPHERAL DUTIES:a)Respond to inquiries and concerns of citizens and the business community relative to City rules, regulations, ordinances and the status of projects. b)Performs other duties as assigned.F.MINIMUM QUALIFICATIONS (Education and Experience): a)A four-year degree from an accredited college/university in environmental/biological science, chemistry, environmental or civil engineering, water or wastewater treatment or a closely related field, andb)Five years of progressively responsible experience in the operation of a municipal wastewater collection and treatment facility, water treatment/distribution system or other water resource-related experience in a public works setting. A minimum of fours years of this experience must have been at a management or other senior supervisory level that included daily direction and supervision of personnel, assignment and evaluation of work assignments, budget development and fiscal administration responsibility. c)or an equivalent combination of education and experienceG.KNOWLEDGE, SKILLS & ABILITIES (KSA’s): a)Working knowledge of federal, state and local regulations relating to drinking water, wastewater and storm water.b)Working knowledge of Local Ordinances, Montana Codes Annotated, and Administrative Rules of Montana.c)Working knowledge of Federal, State, and Local permits associated with construction, storm water and water and wastewater discharges in general.d)Working knowledge of Occupational safety and health practices.e)Skills to communicate clearly and concisely, both orally and in writing; make effective formal presentations and write complex technical reports.f)Skills to develop and effectively execute and evaluate strategies, work plans, programs, policies and procedures relating to area of responsibility.g)Skills to research and analyze complex issues and develop appropriate recommendations for action. h)Skilled at working with property owners, contractors and consultants.i)Ability to read and interpret architectural, planning and engineering designs and specifications, including topographic, geologic, hydrological, statistical maps, charts and graphsj)Ability to effectively monitor the division’s budget and anticipate future budgetary needs.k)Ability to interpret, apply and explain complex rules, regulations, laws and ordinances. l)Ability to effectively manage and supervise subordinates; ability to establish and maintain effective relationships with city staff, regulatory agencies, advisory groups and the general public.m)Ability to work independently with little supervision, and complete work assignments in a reasonable timeline. H.SPECIAL REQUIREMENTS:a)Current Montana Class 1C Wastewater and 2A/3B Water Operator certifications or the ability to obtain within one year.b)Valid Montana driver’s license or the ability to obtain one within 30 days and a satisfactory driving record as determined by the City. c)Must satisfactorily pass a detailed background check in accordance with guidelines set forth by the US Department of Homeland Security and the requirements outlined in the City’s assessment of system vulnerabilities for the Kalispell Water Supply System. d)Must be able to work the hours necessary to accomplish the work; attend evening meetings; travel out of town and attend workshops, conferences, seminars and meetings during work and non-work hours; available on call in the event of a major emergency.I.TOOLS AND EQUIPMENT USED:City vehicles, calculators and personal computer programs including Microsoft Office Word, Access, PowerPoint, Excel, assest management software, ESRI ArcGIS, and other associated software.J.PHYSICAL AND MENTAL DEMANDS:a)The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
