Summary:

This position is responsible for managing and overseeing activities of multiple LIRR Force Account and Capital projects within Railroad Program Support (RPS); including design consultants, and construction contractors to ensure established scopes, schedules, and budgets are met and provide support to C&D LIRR Business Unit. Manage and coordinate activities of various LIRR departments to ensure that necessary approvals are obtained, and activities are conducted in accordance with policies and procedures. Directs, guides, and. manages activities of technical and administrative staff for the proper execution of LIRR Force Account Projects including the rehabilitation or construction of new LIRR infrastructure, systems, and facilities. Prepare reports, and presentations and perform all other required administrative functions. Resolve design and construction problems. Review changes and participate in change order negotiations. Approve invoices and other project charges. Prepare schedules and budgets for the performance of work. To ensure all projects and initiatives are supported safely, with minimum impact on LIRR Operations, in accordance with LIRR procedures and design standards, and is accomplished in the most efficient and cost-effective manner.

Responsibilities

  • Provide direction, oversight, and manage the planning, development, design, and construction of projects and programs within LIRR Force Account and Capital Program projects.

  • Provide direction to the Project Manager in the development of schedules, plans, controls, and the execution of projects within the operational constraints, established budgets, and schedules, with minimal changes and service disruptions.

  • Maintain effective working relationships with other departments and agencies to ensure that they provide necessary approvals for executing plans. Provide status update summaries for projects and present monthly to all related end users and project supporting departments.

  • Provide recommendations and approvals or denials of related claims, work, change orders, or extension of time requests.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example

  • Manage the development of office and project-related systems.

  • Perform other assignments as requested by Senior Management.

    Qualifications

  • Bachelor’s Degree in Engineering or Construction Management. A Business degree and demonstrated, directly related experience may be considered. Demonstrated equivalent experience and education may be considered in lieu of degree requirements, subject to approval.

  • Minimum of 7 years’ experience.

  • Demonstrate the ability to manage LIRR Force Account Capital Projects, including planning, design, and construction, as well as funding approvals, procurement strategies, and contract negotiations and provide support to C&D LIRR Business Unit.

  • Progressively responsible project management experience; preferably in transportation, or state agency environment.

  • Must possess experience managing staff and budgets in the field of engineering, construction, or related fields. ·

  • Must be able to demonstrate excellent interpersonal skills and the ability to interact effectively with others intra-and inter-departmentally. ·

  • Must possess effective leadership skills, decision-making, planning, project management, problem-solving, and sound judgment skills, with a high level of professional integrity.

  • Must possess scheduling, planning, analytical, presentation, and computer skills.

  • Must demonstrate the capability to manage large complex capital projects as part of the total Capital Program, with the ability to direct the project planning, design, review process, and execution of such projects.

  • Must possess excellent communication skills and ability to function effectively in public forums are essential. ·

  • Knowledge of LIRR operating requirements or experience managing construction projects in a transportation/operations environment is beneficial.

    Preferred Skills/knowledge/certifications

  • Professional Engineers License/master’s degree

  • Project Management (PMP) or Construction Management Certification (CMC)

  • Knowledge of MTA policies & procedures

  • Attention to detail.

    In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
