This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This is a highly professional position which requires the ability to independently apply a variety of accounting and budgetary skills in performance of the duties of the position. This position is located in the Finance and Accounting section and reports directly to the Assistant CHD Director for Administration. The primary responsibility of this position is to provide management and coordination of all operational aspects of the Finance Division for DOH-Duval. This position will also serve as liaison for financial matters between Finance and Accounting of DOH-Duval and all operational programs. Position will directly oversee the Budget, Accounts Payable and Accounts Receivable sections. This position is responsible for such functions as tracking grants and associated expenditures, preparing revenue and expense reports, distributing reports, budget monitoring, payroll reallocation, OCA balancing, schedule c allocation management, core contract development, spending plan development/management and SEFA reporting. The incumbent of this position will comply with all Department of Health and DOH-Duval regulations and policies, including but not limited to the Information Security Policy and Employee Accountability Policy and the DOH Internal Control Policy.

Public Health Competency Domain 1: Analytical/Assessment skills

Performs all accounting responsibilities as required for preparing, tracking, and monitoring the operational budget for DOH-Duval. This includes but is not limited to financial statement analysis (i.e., budgetary reports, audit statements, and/or any applicable accounting data). Must establish and maintain an effective working relationship with both internal and external customers. Works with management and L4 managers to analyze, plan and prepare budgets to meet specific programmatic needs. Position will serve as the P-Card manager for the agency and be responsible for the review of all charges and corrections within the P-Card Works system. Position will also serve as back-up during the contractual review process in the Asst. Director absence. Reviewing all DOH-Duval contracts for accuracy prior to execution by the Director.

Public Health Competency Domain 2: Policy development/Program planning skills

Responsible for researching, preparing, and maintaining all accounting and budgetary systems for all present and future Divisional grants and contracts. These duties include, but are not limited to data collection, the timely preparation and submittal of required financial statements and/or reports, the preparation and maintenance of a variety of accounting records/systems, the ability to analyze, interpret and report financial data to management and the responsibility of researching, understanding and effectively applying all applicable rules, regulations, policies, and procedures relating to particular programs.

Public Health Competency Domain 3: Communication skills

Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. Position will be responsible for performing quality assurance functions through the monitoring of compliance with grant funding. Collecting data and monitoring compliance for all DOH-Duval financial functions. Manage and Supervise Accounts Payable and Account Receivable staff, which includes but not limited to setting daily work schedule, working with CHD programs and Central Office to resolving A/P and A/R issues.

Public Health Competency Domain 4: Cultural Competency Skills

As requested by the Assistant CHD Director for Administration, represents Division as professional liaison in discussion of all financial matters. This may include program analysis, management consulting, preparing, and disseminating reports.

Public Health Competency Domain 5: Community Dimensions of Practice skills

Assists in assuring program strategies, standards, revenues, and expenditures are linked to the DOH-Duval spending plan Works collaboratively with interdisciplinary teams to coordinate strategic planning and the CHA/CHIP processes. Uses data to inform decision making and monitor progress towards goals.

Public Health Competency Domain 7: Financial Planning/Management skills

Position will be responsible for the oversight and coordination of all activities which overarch the entire Finance Division. The incumbent will be responsible for ensuring deadlines are met related to these activities. Monitors and communicates the financial health of the department. Regularly monitors and communicates departmental revenue, expenditures, and financial challenges to the Assistant Director of Administration. Perform other duties as assigned. Examples preparation of special reports, cross-training with other sections within Finance and Accounting and occasional work assignments with other sections and/or sites, assistance with or management of special projects, providing of assistance to Executive Managers, and attendance at training and other meetings and support, as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of accounting rules and principles.

  • Knowledge of DOH policies and procedures.

  • Knowledge of Microsoft office with specific knowledge in excel.

  • Knowledge of various DOH accounting systems such as but not limited to, FIRS, FIS, and FLAIR

    Qualifications:

    Minimum

  • Three years of more experience of managing a finance unit or budget department for an organization

  • Three years or more supervisory experience

  • Three years or more experience working with accounting system analyzing data and generating reports.

  • Experience in excel.

    Preferred

  • A bachelor’s or higher-level degree in the field of accounting or business administration
