Position Summary: This position provides leadership to assess, develop, evaluate and deliver educational programming related to energy efficiency and renewable energy within Cooperative Extension of Tompkins County. The Energy Team Leader supervises other energy team members who develop and deliver programs and engage volunteers. The position is also responsible for developing and maintaining networks with a wide range of stakeholders, assessing trends related to energy, and developing reports and materials for funders and grant applications. The Energy Programs Team Leader reports to and works alongside the Environment Issue Leader to identify program needs, develop innovative programs and evaluate program impact.Recruiting Closing date is July 10, 2024.

Required Qualifications:
  • Masters degree appropriate to the responsibilities of the position.
  • 2 years volunteer or work related experience relevant to position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
  • Ability to create and manage complex budgets with multiple funding sources, including grants.
  • Dynamic team leader, highly organized, motivated.
  • Self-directed and capable of managing multiple projects simultaneously.
  • Demonstrated ability to manage complex programs.
  • Ability to negotiate and manage contracts, multiple grants and grant reporting, and insurance requirements.
  • Valid NYS Driver's License and the ability to meet travel requirements associated with this position.
  • Ability to meet acceptable background check standards (DMV and criminal background checks).
  • Basic skills in the use of modern electronic technology and software (e.g., video, audio, computers, Microsoft Office Programs, social media, internet and database software, etc.)
  • Ability to teach informal educational programs and utilize program resources within the community.
  • Knowledge of and ability to work with diverse audiences (including at-risk audiences) and local communities.
  • Ability to carry supplies and equipment, climb stairs with or without reasonable accommodation

Preferred Qualifications:
  • Knowledge of energy efficiency and renewable energy systems.
  • Familiarity with changing trends in energy technology and policy
  • Experience in both educational program design and delivery
  • Experience in public outreach and education for adult and youth audiences; volunteer coordination; working with public stakeholders and municipal agencies; and working with diverse communities.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS:

Program Responsibilities:

Program Assessment 10%
  • Provide leadership in identifying needs and trends in energy and climate change issues in the community using subject matter knowledge.
  • Make recommendations for programmatic offerings, enhancements or improvements.
  • Maintain relationships with Cornell University faculty and program units for guidance on trends and program assessment.

Program Development 15%
  • Lead development of educational programs related to climate change, energy efficiency and renewable energy based on the Association Plan-of-Work.
  • Ensure programs' materials address community and individual needs and consider the diversity of the community.
  • Draw upon program resources locally, from Cornell and other land grant universities, and other research-based sources (such as federal and state environmental agencies) to lead development of program materials.
  • Engage program partners such as residents, community leaders, government officials, and other not-for profits and agency staff in program development.

Program Delivery 10%
  • Provide energy and climate change programming to targeted audiences using a variety of delivery methods. .
  • Serve as subject matter expert in energy topics to program staff within the Association, local agencies and other groups as they are identified.
  • Serve as lead educator to deliver educational programs for newly forming energy program areas or established program areas where there is a temporary void.

Program Evaluation 5%
  • Provide leadership in analyzing and evaluating environmental programs and discuss with the Environment Issue Leader and the Environment Program Team for strengthening and improving programs.
  • Design program evaluation framework and evaluation tools based on subject matter knowledge.
  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.

Applied Research 10%
  • Conduct applied research in conjunction with Cornell and/or Land Grant University faculty as outlined in CCE program definition and standard.
  • Collaborate with Cornell and/or Land Grant faculty to design or create applied research collection framework as outlined in CCE program definition and standard.
  • May have direct linkage with other Land Grant University faculty and program units for guidance in applied research.
  • Communicate social and economic changes to Cornell University specialists that may be studied and/or acted upon.

Administrative Responsibilities:

Direction 20%

  • Lead the interpretation of Association Program Direction to plan educational energy and climate change programs.
  • Lead the Energy and Climate Change Team in planning of the delivery of established educational programs.
  • Lead the Energy and Climate Change Team in planning the various delivery methods for educational programs including use of electronic and social media.
  • Allocate energy and climate change team budget based on established financial guidelines, procedures from grants and other funding sources and approval from the Environment Issues Leader.

Management 25%
  • Align appropriate staff skill sets with program delivery methods and staffing plans.
  • Provide supervision and support to staff and direction to volunteers
  • Provide administrative and program management activities for the energy team including hiring and supervision of educators, evaluating performance and managing disciplinary issues as they evolve.
  • Monitor income/expense of the energy team and climate chnage team to ensure spending is within budget constraints and complies with Association financial procedures and meets contractual requirements.
  • Pursue and review funding opportunities, and grant proposals.
  • Develop and present association reports, with support from the Environment Issue Leader.
  • Ensure grant proposal and funding requirements are met.

Coordination 5%
  • Coordinate program activities within the Energy and Climate Change Team, volunteers and with project partners.
  • Interact with program participants, advisory committee, and community groups and leaders to obtain assistance in delivering and evaluating programs
  • Write grant proposals based on available opportunities and goals of the program.

Professional Improvement - Applied to all duties and functions

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general supportive of CCETC including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.

This is a Full Time, 40 hour per week, benefits eligible exempt position. Compensation starting at $62,500 per year, commensurate with experience.
