Your Specific Responsibilities:

The incumbent will work in the Florida Department of Health in Pasco County assigned to the Division of Family Health Services with primary responsibility in Family Planning/STD Programs within the scope of Federal, State, and Center for Disease Control and Prevention Guidelines and Recommendations. This includes following the Office of Population Affairs programmatic requirements for Title X funded Family Planning Projects, Maternal Child Health Title V Requirements, Sterilization Requirements, and Medicaid Waiver services. The incumbent will have the responsibility of assessing, planning, coordinating, and implementing a Family Planning Program including Outreach that will focus on the importance of Preconception and Interconception Health. The incumbent will perform generalized public health work in areas that may be geographically removed from direct supervision and will provide nursing services in a specialized area of practice.

Program Monitoring and Oversight:

Assists staff in clinical areas by planning and directing various program activities designed to enhance program performance goals and objectives, including snapshot, strategic planning measures, and quality improvement projects. Evaluates progress of these activities while providing ongoing technical support as needed. Identifies problem areas, advises program staff and takes appropriate action as authorized. Ensures completion of compulsory reports, Active Strategy metrics/variance reports, clinical protocols, IOPS, and other reports as directed by the Executive Director of Nursing. Provides consultation and oversight for Family Planning/STD Program and Medication Room activities including contraceptives; reproductive life plan; immunizations; infectious diseases; sterilization referrals; and other women’s health procedures. Provides Nurse Issuance of Medications following DOH policy and guidelines, and Florida Department of Health in Pasco County policy utilizing the PFS.

Prepares programmatic reports and maintains records as necessary or required. Assisting in formulating programmatic budget and budgetary control tracking. Makes or approves purchases for official state business using the purchasing card in compliance with Florida Law and DOH rules and regulations governing purchasing policies and the established guidelines for use. Meets or exceeds SMART performance expectations to include but not limited to: DOH- Pasco snapshot measures, Comprehensive Program Communication, Quality Assurance reviews, DOH-Pasco Core standards, Business Review Meeting measures and other high level meeting attendance.

Family Planning, Outreach and Education:

Coordinates Family Planning and Teen Clinic Outreach Program to include strategies to increase Family Planning visits. Makes direct contact with community partners/ stakeholders to include, but not limited to, DOH-Pasco employees, healthcare providers, FQHC/Private Physicians/ Health Maintenance Organizations (HMOs), Pasco County Schools, and other identified groups or targeted populations. Coordinate Family Planning/STD Program activities to include, but not limited to, promoting Family Planning/STD services and providing educational information, provides nursing consultation to other Women’s Health programs regarding Teen Pregnancy, Infant Mortality and baby spacing and providing training and assistance to the Family Planning/STD clinics and staff as needed. Refers clients and their families to appropriate resources as needed. Utilizes FL SHOTS (Florida State Health Online Tracking System) and HMS (Health Management System) in documenting/viewing/auditing clients’ information and clinical staff documentation to meet programmatic requirements and meaningful use compliance.

Monitors Medication Rooms and maintains appropriate inventory levels of contraceptives and other formulary medications needed at all the clinics utilizing the PFS (Pharmaceutical Forms System) through FDOH Central Pharmacy. Maintains communication with clinical nursing staff through email and meetings (i.e. Family Planning and STD Committees). Coordinates and conducts the Bi-annual I and E Committee Meeting for Family Planning and the Bi-monthly FP/STD internal committees. Maintains oversight for the timely completion of all Mandatory Title X trainings for all clinical staff.

Develops and/or coordinates an evidenced-based educational program that promotes and increases public awareness of the need and the associated benefits of Preconception and Interconception Health. Distributes educational and promotional materials that emphasize these concepts to DOH-Pasco staff, healthcare providers, Pasco County schools (adhering to school policy) and the general public.

Performs other related duties as assigned which include, but are not limited to, the following: Emergency Shelter Duty; attend and participate in monthly staff meetings, conference calls and assigned workgroups or committees (local and/or state); Enters EARs into HMS within the appropriate time period; Submits timesheets to supervisor on time (by Friday morning after the close of each pay period); Reads and responds to email daily. Provides back up to other members of the Division of Family Health Services as assigned to an operations level. This may include, but is not limited to outreach efforts, family planning clinics, disease investigations and programmatic audits providing direct service to Family Health Services clients in the clinic.

Incumbent will also serve as a backup for Nurse Specialist working under TB and Refugee Program.

Qualifications:

• Licensure as a Registered Nurse in accordance with Florida State Statute Chapter 464 or eligible to practice nursing in accordance with Florida Administrative Code 64B-9.

• Valid Florida Driver license.

• Valid CPR certification.
