WM Strategic Sourcing Manager (Indirect-HR) in Houston, Texas

This position is based in Houston, TX but may consider candidates from other states. Relocation to the Houston area will be required. Viable candidates MUST have indirect sourcing experience particularly in the field of HR.

I. Job Summary

Manages and coordinates the sourcing and procurement of materials and/or services, essential to the operation, ensuring that purchases be of the required quality and quantity, at the best value while timely delivered.

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Oversees and participates in the procurement of indirect spend categories’ services, components, and materials, ensuring price value and stability, consistent quality, and expeditious delivery.

  • Guides, assists, and negotiates to satisfactory conclusion any resulting procurement contracts.

  • Researches and develops competent suppliers of high-quality products and services by overseeing and participating in the preparation of Request for X documents (i.e.; bids, proposals, quote, or information). Evaluates requested information and makes recommendations.

  • Reviews and evaluates the proposals and documentation with potential and existing suppliers.

  • Recommends communication methods, problem resolution, proposal and planning, and/or implementation. Contacts suppliers regarding large or recurring materials, service, or service level problems and resolves issues.

  • Oversees and participates in the general development of testing and evaluation techniques used to evaluate supplier proposal materials, supplier competencies, and quality.

  • Oversees and participates in the liaison with other departments regarding technical product or services changes and problems, required adjustments, future strategic objectives, supplier performance and service level commitments, etc.

  • Utilizes and leverages provided systems, tools, and dashboards which measure, track, and analyze supplier services and material effectiveness, price, reliability and/or performance. Works with business unit clients to develop factors to be considered and results to be used.

  • Leads and participates in the research, development, and design of long-range strategic objectives. Works with other departmental managers in planning and coordinating potential future operational changes.

  • Maintains currency with respect to technical and supervisory skills by attending training classes, special technical and administration courses, seminars, exhibits and trade shows as needed.

III. Supervisory Responsibilities

The highest level of supervisory skills required in this job is the management of supervisory employees. This includes:

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

  • Education: bachelor’s degree (accredited) and 7 years of relevant work experience.

  • Experience: 7 years of relevant work experience (in addition to education requirement).

B. Certificates, Licenses, Registrations or Other Requirements

  • None required.

C. Other Knowledge, Skills or Abilities Required

  • Knowledge and proficiency of the Strategic Sourcing Process.

  • Proficiency in developing and negotiating to closure beneficial request for proposal/program (RFx) initiatives for supply chain.

  • Knowledge and proficiency in negotiating and documenting contractual terms and conditions.

  • Knowledge of Indirect Spend processes and associated contracting requirements.

  • Proven ability to interface with all personnel levels throughout the organization.
