DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
We are seeking a customer focused, results driven, flexible, self-motivated individual that will function in a management analyst role to provide support within Utility Billing. The ideal candidate will have direct experience in accurate and timely billing, meter operations, customer service, detail oriented, exceptional organizational skills, great leadership with excellent verbal and written communication skills who can thrive in a fast paced, high-volume environment. Preferred candidate will also have a background in process improvement and project management.
Essential duties and responsibilities include:
Assist with managing, planning, implementation and coordination of day-to-day drainage operations.
Ensure effective execution of customer billing and drainage operations, while ensuring compliance with applicable policies, procedures, and regulatory requirements.
Supervise, train, coach, mentor, and evaluate employees in service area.
Prepare, update and maintain monthly, quarterly and annual reports.
Assist with special projects to increase productivity and efficiency.
Assist management to establish strategies for enhanced customer service and performance improvement.
Investigates and makes recommendations for addressing issues of medium to high complexity and /or sensitivity.
Compiles data, produce information, interprets results, and provide recommendations for solutions.
Create, update and maintain drainage related standard operating procedures and policies.
Support overall Utility Billing functions.
WORKING CONDITIONS:
Position is physically comfortable; the individual has discretion about walking standing, etc.
This is a Department of Houston Public Works Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
EXPERIENCE REQUIREMENTS
Six (6) years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.
A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
LICENSE REQUIREMENTS

PREFERENCES
Preference will be given to candidates who display well developed analytical, critical thinking and problem-solving skills with a customer focus. Ideal candidate will possess an understanding of utility billing and meter operations, detail oriented, exceptional organizational skills, with excellent verbal and written communication skills. Preferred candidate will also have a background in process improvement and project management.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
