Responsibilities You will plan and schedule on going GIS products, GPS services and engineering systems support work. You will assign and review work to ensure that projects are completed within the planned cost and within a specified period of time and oversight is carried out in accordance with all applicable instructions and regulations. You will establish priorities, provide administrative and technical guidance and guide in the development of policies, methodologies, and operating procedures for accomplishing the work. You will continuously review and improve the business processes to achieve greater efficiencies and effectiveness. You will serve as functional manager and principal technical expertise manager for the GIS “R” product and service lines and provides authoritative advice and guidance on all matters pertaining to GIS services. You will use NAVFAC algorithms to determine resources against workload requirements within the “R” product and services line. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing geographic information systems (GIS) utilities products and services and serving as the focal point for GIS product execution, utilizing several types of planning automation, including computer-aided facilities management (CAFM) and geographic information systems (GIS); and global positioning systems (GPS); 2) Supervising personnel, assigning work, assigning performance ratings, and assuring timely GIS project execution; 3) Developing long-range work plan for the branch, staffing requirements and program funding for training, equipment and other support costs; and 4) Coordinating with other Business, Product, or Support Lines ensuring timely execution of all projects. Education Additional Information GIS "R" products and service lines may include: customer consultation; audit program support; contract and in-house project management; requirements identification and validation of Navy Data Model and Data Collection Guidance; reach back support for installation Public Works Departments; and data collection, reconciliation and corrections.
