National Park Service Hydrologic Technician in Homestead, Florida

Summary This position is located in Everglades National Park, in the South Florida Natural Resource Division. Open to the first 100 applicants or until 06/27/2024 whichever comes first. Responsibilities Incumbent will assist Everglades National Park with hydrologic monitoring and data management operations. The primary responsibility of the person accepting this position will be to collect, process, and analyze physical data from continuous monitoring stations located in upland freshwater marshes and marine areas of the Park. Field monitoring includes building structures to house hydrologic, climatologic, and telemetry instruments, programming data loggers, maintaining equipment, and collecting data from monitoring stations on a routine schedule. Data management involves transferring field data to computer files, reviewing the data to assure quality, and loading data into the South Florida Natural Resource Center's (SFNRC) relational database. Data analysis task includes developing basic statistical and graphical summaries and assisting with preparation of standard reports. Area Information Location of duty station is 8 miles within Everglades National Park in Homestead, FL. Conditions are often hot and humid with severe weather occurring quickly. Field work will occur in open marsh land, mangrove forests, open water, at great distance (max: 100 miles) from duty station. Mosquitoes, poisonous plants, venomous snakes, and dangerous wildlife are present within the Park and are frequently encountered. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You may be required to complete training and operate a four-wheel drive vehicle. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Requirement Continued: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Ability to obtain/maintain DOI Motorboat Operator Certification Course credentials including airboat module within 1 year of start date. Ability to obtain/maintain DOI/NPS aviation safety certifications and be comfortable flying in DOI authorized aircraft within 1 year of start date. All qualifications must be met by the closing date of this announcement-06/27/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Technician or aid in engineering, earth, physical, or natural science, forestry, soil conservation, or surveying. Trades or crafts work in maintenance or construction of facilities or equipment related to hydrology. Drafting. Construction estimating. Experience of hydrology to perform assigned tasks. Processing field data and of database management and recording techniques. Principles and techniques associated with measuring water resources together with the skill to modify or adapt standard techniques, processes, and procedures and to access, select, and apply precedents and devise strategies to achieve program goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate education with a major study in an appropriate field of science, engineering, construction, or industrial technology. You must include transcripts. -OR- COMBINING EDUCATION AND EXPERIENCE: Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the percentage of experience held by dividing the number of months of qualifying experience possessed by 12 and then multiplying by 100. Then determine the percentage of qualifying graduate level education completed by dividing the number of credits completed by 36, then multiply by 100. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Physical Demands: Fieldwork may involve periods of moderate to heavy physical activity in backcountry environments. Overnight camping in remote areas may be required on occasion. Backcountry conditions can be rigorous and/or potentially dangerous that may include tropical heat, mosquitoes, poisonous plants, venomous snakes, and large predators. Data management responsibilities and analytical assignments may involve working at a computer station for prolonged periods. Working Conditions: Work is performed both indoors and outdoors, including extended periods of sitting while data processing and extended period of physical effort while accessing remote areas and/or doing construction type work in remote areas. Laboratory work is conducted in a shared space with exposure to different types of hazardous chemicals, such as acids and preservation chemicals. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, venomous snakes, constricting snakes, biting/stinging insects, and dangerous animals. Office work includes exposure to biting/stinging insects and even dangerous animals on occasion, plus prolonged periods in a seated position. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
