Pacific Air Forces LOGISTICS MANAGEMENT SPECIALIST in Hickam AFB, Hawaii

The primary purpose of this position is to serve as Logistics Manager for support agreements, memorandums of agreements and understanding. Also is responsibility for analyzing logistics contingency readiness programs and plans, providing advice and assistance to the Squadron Commander, and long-term planning for the squadron capability to support base readiness. Responsibilities Serves as the single point of contact for all functions as the manager for support agreements, memoranda of agreement and memoranda of understanding. As logistics integrator assesses adequacy of logistics functions to meet current and projected requirements within the en-route AMS. Responsible for oversight of all functions handled by an Air Mobility Command (AMC) Combat Plans, Resources and Mobility office. Serves as focal point for 515 AMOW coordinating with HQ AMC, NAF, AMOGs, and AMSs on personnel and cargo deployment actions during wartime, contingency, peacetime, Air Expeditionary Force (AEF), or emergency operations. From several mandatory reporting sources and other random request, compiles data to produce statistical and narrative reports for various projects or programs to assess status of performance. Serves as the focal point for War Reserve Material (WRM) storage issues, reconstitution fees WRM equipment utilization, and briefs 515 AMOW commander, staff, AMOG commanders, and AMS commanders. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes expert knowledge of the application of a wide range of qualitative, and quantitative methods for the assessment and improvement of logistics, so as to enhance the quality and effectiveness of complex logistics programs. Knowledge of DOD logistics program goals, sequences of key logistics events and milestones, and methods of evaluating logistics programs. Knowledge is applied to design and conduct of comprehensive studies of logistics, issues for which boundaries are extremely broad and difficult to determine in advance. Study objectives are to identify and propose solutions to readiness and mobilization problems characterized by their breadth, importance and severity, for which previously used study techniques are inadequate. Substantial knowledge of unified and sub-unified command organizational structure, processes, and service working relationships. Knowledge is applied during Joint, Coalition, or AF level planning efforts for a wide range of issues to design, develop, and implement resolutions spanning multi-service and multifunctional areas. In-depth knowledge of advanced logistics principles and practices and a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes, and thorough knowledge of military facilities planning, acquisition, and management processes to prepare long-range and short-range planning guidance in compliance with broad agency policies and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of logistics management principles, concepts policies and directives Support Agreement Management System. Knowledge of WRM programs/products and monitors the SAMS program. Substantial knowledge of Global Command and Control System and the Joint Operations Planning and Execution System used to access Time-Phased Force and Deployment Data and other logistics planning and deployment planning documents. Expert knowledge of deliberating planning documents, War and Mobilization Plans, Contingency Operation/Mobility Planning and Execution System (COMPES) and Logistics Module (LOGMOD). In-depth knowledge of Air Mobility Command aerial port management, work center, programs, structures, functions, and operations. Knowledge of Air Force vehicle and equipment acquisition processes, procedures, methods, regulations, and policies. Substantial knowledge of Air Expeditionary Force and ART. Substantial knowledge of Unit Type Codes, Manpower, Equipment Force, Packaging System, and AFWUS3, and DOC statements. Broad knowledge of Base Supporting Planning system and products. Ability to plan, organize and communicate clearly orally and in written products. Ability to use computers and computer programs such as electronic mail, word processor, spreadsheet and database programs to communicate, perform analysis and to generate reports. Ability to gather, analyze and review organize information for reports, COMPES and LOGMOD products and outputs. Ability to follow oral and written instructions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
