The office is soliciting applications for a Financial Management Specialist position within the Administrative Division of the Northern District of Indiana. If selected for this position, you will join a well-respected team that is responsible for providing a variety of administrative support functions to the personnel of the United States Attorney's Office for the Northern District of Indiana. Typical work assignments will include: Enters obligations, amendments, delivery, and all actions into the official financial system. Runs reports as appropriate to research obligation errors and anomalies. Monitors and tracks obligations and expenditures for the district. On an ongoing basis ensures that all obligations, expenditures, unobligated orders, and available balances are properly maintained, supported, and documented. Serves as Fund Certifying Official; conducts periodic reviews, identifying any problems or issues involving the obligation process; and develops solutions and procedural refinements to correct problems. Overseeing processing of travel authorizations, foreign travel packages and travel vouchers/claims. Contributes to achieving goals by working collaboratively and professionally to build effective partnerships within and across organizational boundaries. Interacts with others in a fair, equitable, and respectful manner. Engages with others in a manner that earns their respect and advances the goals and objectives of the organization. Responsibilities will increase and assignments will become more complex as your training and experience progress. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and "Regulatory/Administrative" approval. Qualifications To qualify for this position, you must meet the experience/education requirements for at least one of the grade levels as described below: GS-9 Grade Level Qualification Requirements To be eligible at the GS-9 level you must meet at least one of the following conditions below: Specialized Experience: At least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service. Specialized experience at this grade level is defined as examining vouchers, invoices, claims and other requests for payment of goods, services, and reimbursements, recording and adjusting various funding obligations, travel authorizations, and preparing payments and reimbursements through an automated Financial Management Information System. This experience must have been equivalent to at least the GS-7 grade level in the Federal service and could have been gained in the federal, public, or private sector. -OR- Education: To qualify based on education, you must have completed one of the following types of education in a related field (e.g., Accounting, Budgeting, Business Administration, Finance, Financial Analysis, or Financial Management): master's or equivalent graduate degree; OR two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. The education must be obtained in an accredited college or university and demonstrates that you possess the knowledge, skills, and abilities necessary to perform the duties of the position. -OR- Combination of Experience and Education: Combinations of successfully completed post high school education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, college education must be in excess of 60 semester hours or beyond the second year. -AND- Time-Grade Requirement: If you are applying as a current/former federal employee, you must have served at least 52 weeks in the GS-07 grade level or higher to be considered at this grade level. GS-11 Grade Level Qualification Requirements To be eligible at the GS-11 level, you must meet the following conditions as defined below: Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-9 grade level in federal service. Specialized experience at this grade level is defined as experience that demonstrates functional knowledge of federal financial policies, processes, procedures, and regulations sufficient to be able review requests for funding obligations for compliance, perform budget formulations, prepare and analyze various financial reports, provide advisory services to management officials, and conducting financial audits. This experience must have been equivalent to at least the GS-9 grade level in the Federal service and could have been gained in the federal, public, or private sector. -OR- Education: To qualify based on education, you must have completed one of the following types of education in a related field (e.g., Accounting, Budgeting, Business Administration, Finance, Financial Analysis, or Financial Management): Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related.
