DEPARTMENT INFORMATION:

This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit This position is located in CDOT's Region 4 Plans Unit. This unit prepares right of way (ROW) plans for all projects requiring ROW acquisition and also performs other professional land survey services, including property management functions, preparing legal exhibits for real property agreements, responding to requests from customers for ROW plans and survey information and maintaining the Region's vast ROW plans and survey control database.

About the Position This position performs and manages office and field land survey functions related to the production of plan sets, assists the public with ROW research, and may coordinate survey related work with a survey consultant. This position requires the applicant to use their Professional Land Surveyor stamp on all documents pertaining to the work they are responsible for, such as finalized plan sets, legal descriptions, right of way (ROW) exhibits, monument records, etc. This position also provides leadership, guidance, and training to Plans Unit technicians and other survey positions within the Region.

Major duties and responsibilities include, but are not limited to:

Prepares Right-of-Way plans in accordance with the CDOT Right-of-Way manual utilizing Microstation/Inroads software. Conducts research using existing CDOT records and county documents in order to formulate accurate and defensible parcel boundaries required for purchases and easements. Oversees and checks consultant preparation of Right-of-Way plans. Responsible for signing and stamping Right-of-Way plans and legal descriptions prior to filing with the appropriate county. Determines ownership through the research of the records of the County Assessor's office and the Clerk and Recorder's Office. Determines positions of property lines and corners based upon field survey data, records, plats, maps, road viewer's reports and other acceptable sources. Finds, catalogs and files existing CDOT Right-of-Way information and documents. Provides such filed information to internal units, specialty units, other public agencies and the public. Attends Project Status Meetings and informs the team of the progress and concerns of the Right-of-Way unit as it relates to the project. Assists the project manager in d termining the location and sizes of the Right-of-Way parcels and easements required for the project. This position is in "Responsible Charge" of the preparation of legal descriptions for the purchase of land in fee simple, permanent easements, utility easements, slope easements, temporary easements and other needed parcels. Signs and stamps legal descriptions. Performs as an instrument person, rod person, GPS receiver operator, or scanner operator. Research and survey property corners, controlling corners, and occupation lines with a survey crew. Provides calculated coordinates or line work for field search as necessary. Acts as a mentor to field crew members who are learning the techniques and requirements necessary to further their careers as surveyors. Other job duties as assigned.
