ESSENTIAL JOB FUNCTIONS:

Responsible for the long-range planning, organization, direction and oversight of the Public Works Department (MCPWD) accounting function. Advises the Director and other department staff on financial and purchasing aspects of the department. Prepares and presents to staff and BOCC annual operating and CIP budget and monitors monthly expenditures for the operating and CIP budget for Public Works/Engineering. Reconciles the General Ledger for Public Works on an on-going and annual basis and works with budget division to reconcile discrepancies. Monitors revenues and expenditures, and advises the Director and staff regarding budget issues. Prepares reports for the BOCC, County Finance Department, staff and other department staff as needed. Coordinates the preparation of supplemental budget requests to the BOCC, analyzes budgetary impact, develops recommendations and options for funding; conducts necessary research and communicates as needed with departmental staff. Serves as resource person to the general public as well as other county departments on budget and purchasing issues.

Acts as the Procurement Agent primarily for the Engineering group for the Capital Program. This includes preparing Request for Proposals (RFP), Request for Qualification (RFQ), Invitation for Bid (IFB), and Purchase Orders for goods. This entails working closely with the project managers and seeing each project through the bidding process, following all County, State and/or Grant Funded procurement policies. Creates contracts and agreements for the chosen vendor. Prepares agenda items for Public Hearing and approval by the Board of County Commissioners. This process requires working closely with the Attorney s, Risk s, and Finance Departments. Once approved, creates the corresponding purchase order. Under the direction of the Public Works Director, assists in the day to day operation of the Public Works Department. This includes but not limited to being the first point of contact on citizens concerns, division issues, which includes personnel issues that occur in the divisions and public information. The position works independently using judgment to implement decisions as they arise.

Carries out supervisory responsibility in accordance with County policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Plans, schedules, monitors and evaluates the work of subordinate clerical and service personnel in order to accomplish the objectives of the department and to effectively utilize resources.

Administers assigned grant-related contracts between Public Works/Engineering and external contractors/grantors; serves as a point of contact with externa contractors/grantors; oversees the grant application process; ensures compliance with reporting, financial and general grant requirements; manages budgetary elements related to contracts; reports potential contract problems to the Director of Public Works. Coordinates formation and annexation into Public Improvement Districts, including document preparation, developing policy, procedures and construction standards, petitioning, public meetings, establishes election time lines and ballot language, work with Clerk, Assessor, Attorney and Election Offices, and construction/bonding schedules.

Attends meetings on behalf of the Director to obtain and relay information, and to serve as a spokesperson for the department. Schedules and confirms appointments, meetings or reservations and maintains appointment calendars for Director of Public Works and Engineering Director, to ensure effective time management.

Composes correspondence under general direction or on own initiative to expedite the processing and completion of work to relieve the Public Works Director of administrative details.

Interacts with staff from other departments, elected officials, media and the general public in person or by telephone in order to respond to inquiries, complaints, and resolve problems.

Oral and written communications must be clear and effective.
