Mesa County Director of Human Resources in Grand Junction, Colorado

JOB SUMMARY:

As the Human Resources (HR) Director, you will be responsible for overseeing all aspects of the HR function within the organization. You will continually update, develop and implement HR policies and procedures, manage employee relations, recruit and retain top talent, oversee employee benefits, ensure compliance with employment laws and regulations and supervise the HR staff. You will work closely with the leadership across company to align HR strategies.

HUMAN RESOURCES:

Develop and implement HR strategies and initiatives aligned with the overall business objectives, Our company strategic plan and core values.

Assists with conflict resolution, involuntary terminations, in-house investigations, and supervisor complaints. Counsels employees on matters related to personnel administration.

Performs recruitment activities for the selection process for County Administrator, County Attorney and Department Managers.

Plans long-range goals, objectives, organizational structure, and overall direction for the department; assures that all applicable federal, state and local codes and ordinances are enforced.

Carries out supervisory responsibility in accordance with County policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Directs establishment and maintenance of employee personnel records.

In cooperation with the County Administrator, develops and recommends operating budget for the department annually; monitors and administers approved budget.

Serves as resource person on personnel related issues for the Board of Commissioners, County Administrator, other departments, and the public; resolves conflicts on major issues affecting County personnel.

Maintains liaison with and participates in activities of other personnel agencies and professional organizations.

COMPENSATION:

Interprets compensation policies to ensure consistent compensation practices; will provide input in budget development, financial planning and forecasting.

Recommends position reclassifications to ensure appropriate placement in both external and internal markets.

Data analysis; completes and submits appropriate compensation surveys; updates and maintains job description database.

Audits compensation system regularly to find irregularities/issues/inconsistencies.

BENEFITS:

Supervises, directs work, conducts reviews and all other related duties for the Senior Benefit Administrator.

Interprets outside data regarding plan usage; makes recommendations for benefit design plans; makes contract recommendations.

Liaison with benefit providers.

Administration of benefits (billing/enrollment/changes); data analysis; completes and submits appropriate benefit surveys.

Coordination of open enrollment (sets direction, leads and implements).

Troubleshoot benefit issues (plan issues/employee).

Consults with our company departments on employee issues/problems/questions; establishes and maintains employee relationships.

Oral and written communications must be clear and effective.

Performs other related duties as assigned.

Minimum Requirements MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's degree in human resources, public administration, business administration or related field with six (6) years of related experience. Master s degree preferred.
