Engineering a world of possibilities

T The Utility Services Manager provides oversight of all campus utilities services and infrastructure including the heating plant, plumbing, fire safety, facilities commissioning, and facilities audits. The Manager ensures the reliable operation of the campus steam plant, The Manager collaborates with campus leadership, Infrastructure and Operations (I&O) departments, and other internal and external stakeholders to ensure effective and efficient utility services and operations across campus. This position is responsible for coordinating hiring, training and supervision of utilities services staff as well as the management of the Utility Services infrastructure.

The Utility Services Manager collaborates with the leadership of I&O and Facilities Management to meet organizational goals and priorities, assist with effective decision-making, implement project and personnel management, and execute department goals. The Utility Services Manager will work directly with University leadership, the Facilities Management Director, I&O Department Directors, and other internal and external stakeholders to implement program initiatives.

Responsibilities

Program and Personnel Management

  • Conduct strategic assessment of Utility Services and Technical Services operations in support of meeting or exceeding department goals.

  • Offer leadership, support, and guidance to team members to achieve Utility Services department initiatives and goals and directly oversee a team that drives positive results in an innovative, collaborative, effective, efficient, and high-quality manner and ensure staffing for 24 x 7 monitoring of plant operations.

  • Establish effective relationships with both internal and external stakeholders and serve as a representative of the I&O department and the university.

  • Ensure that individuals with the appropriate mix of knowledge, skills, behaviors, and experiences are selected, and placed, with a focus on building a diverse and inclusive team, including plumbers, pipe-fitters, stationary engineers, project managers for audits and commissioning, fire protection and fire alarm technicians and others, as needed.

  • Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.

  • Identify training and developmental needs and provide training to develop team member skills. Provide feedback and coaching, write and review performance plans, and evaluate and sign employee performance evaluations.

    Utility Operations Planning and Operations

  • Develop strategies to measure and assess the quality, timeliness, and effectiveness of campus Utility Services.

  • Research, identify, and implement proven approaches to managing Utility Services operations with the goal of maximizing quality, efficiency, and resourcefulness.

  • Estimate proposed capital improvement projects related to campus utility services.

  • Develop and oversee communications around utility services, protocols, policies.

  • Collect and analyze data to continually improve Utility Services operations.

  • Schedule testing and inspections of 13.2kV electrical system components recommending additional testing and repairs/replacements based on test results.

  • Review Plant operations to maximize efficiency while ensuring campus maintains essential services.

  • Plan and coordinate utility master plan studies.

  • Collaborate with contractors for power and natural gas connections/service (Xcel Energy) and locate contractors for utility locate services.

    Effectively manage budgets and resources

  • Develop annual budget forecasts for Utility Services .

  • Develop, implement, and maintain multi-year plans and reports indicating actual to plan variances, and projected strategies.

  • Manage department operating budget to ensure expenditures are appropriate and strategic in recognition of the Facilities Management budget.

    Salary and Benefits

    $102,000 - $116,600 annual salary

Minimum Qualifications

Education and Experience:

  • BS degree in Engineering. Professional licensure, such as a Master Plumber license or Denver Stationary Engineer licensure, can also be considered in lieu of a degree. Military training, especially technical training such as power/propulsion systems in the Navy, may also be considered in lieu of a degree.

  • Five years of program and project management experience in the field of utility services

  • Five years of contract management experience.

  • Five years of personnel management experience.

  • Demonstrated experience with steam heat plant operations and maintenance.

  • Demonstrated knowledge of plumbing and plumbing codes.

  • Two years of progressive experience in managing energy and energy systems.

  • Demonstrated ability to read and interpret technical documents such as drawings, specifications, O&M manuals, and schematics.

  • Excellent oral and written communication skills.

  • Strong computer skills -- Microsoft Office products and computerized maintenance management systems (CMMS).

  • Valid CO Driver's License

Preferred Qualifications

  • Professional Engineering License in the State of Colorado

  • One year of experience in managing fire/life safety systems is preferred but not required. Experience with fire/life safety codes and plumbing/utility codes.

  • Experience in reviewing construction drawings.

    Conditions of Employment

  • Must be able and willing to maintain a current Colorado driver’s license.

  • Must successfully complete a background check, motor vehicle check, and pre-employment drug screen.

  • Ability to climb and stand on ladders and stairs.

  • Ability to bend over and stoop while walking through utility tunnels or, at times, crawl on hands and knees to get under utility piping.
