We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.
Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.
Job Summary
This role administers and leads Right of Way management activities by reviewing, processing, negotiating and approving encroachments, Right of Way and land rights granted.
Without supervision, responsible for evaluating encroachment requests and associated technical drawings and coordinating formal review across multiple disciplines within Dominion Energy, and/or evaluating site conditions.
Serves as the single point of contact in encroachment request process and land rights inquiries with private property owners, developers, engineering, construction, federal/state/local entities and legal counsel.
Interprets and implements company policies and procedures affecting Dominion Energy’s Electric Transmission Right of Way.
Uses independent judgment to draft and negotiate letters of consent, license agreements, quitclaims, subordination agreements and other real estate documents pertaining to encroachment requests.
Coordinates legal reviews and advises on encroachment issues.
Responsible for leading the ongoing management, administration, interpretation, compliance and enforcement of existing land rights contracts to include Easements, Government Permits and Deed files.
Conducts and coordinates courthouse research including title work as determined necessary for capital projects.
Researches and provides existing land rights information in support of regulatory and permitting activities.
May testify before adjudicatory, regulatory and local government bodies related to easement rights and encroachments.
Manages the data management system for recorded and unrecorded land records and updates Dominion’s GIS system with new rights information and revisions.
Manages Right of Way contractors and coordinates work activities pertaining to Right of Way management activities.
Leads encroachment activities for the most complex capital projects, which includes creating estimates for encroachment mitigation and coordinating removal of illegal or unsafe encroachments on existing Right of Way corridors.
Independently patrols Right of Way corridors to identify and resolve unauthorized encroachment activity to ensure compliance with National Electric Safety Code (NESC) requirements and promote public safety.
Develops and leads workshops to educate the public on land rights pertaining to proposed capital projects.
Strengthens working relationships with external stakeholders, including governmental entities.
Responsible for training and mentorship of team members.
Acts as a subject matter expert for less experienced peers.
Required Knowledge, Skills, Abilities & Experience
6+ years of related experience.
Thorough knowledge and application of real estate principles, surveying, and applied mathematics.
Thorough knowledge and interpretation of technical drawings.
Ability to review, understand and draft legal contracts with limited to no supervision.
Ability to perform research using multiple programs internally or at local courthouses.
Advanced negotiation and conflict resolution skills.
Advanced knowledge of modern construction concepts.
Advanced project management skills.
Advanced contract administration/management skills.
In-depth knowledge of and ability to use GIS systems.
Education Requirements
Associate degree, or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
Preferred Disciplines: Drafting and Design, Mechanical Drawing, Electrical Technology.
Other disciplines may be substituted for the preferred disciplines listed above.
