Position supports VESS director and supervisors with technical assistance; program development, oversight, monitoring; special projects and workgroups requiring subject matter expertise; training new and existing staff; and achieving strategic planning goals. May serve as a lead worker providing direction to others. Work is performed under minimal supervision with considerable latitude for discretionary judgment within the limits of applicable statutes, professional ethics and principles and allocated resources. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Assists VESS director with program development, oversight and monitoring. 2. Serves as a point of contact/coordinator for the strategic plans for VESS with the goal of moving projects forward and ensuring access to support and resources needed for success. 3. Creates and maintains oversight and management reports on grant and counselor activities for VESS supervisors and director with a focus on outcome and output measures and quality assurance. 4. Creates and maintains documents for use by counselors with new and continuing clients; updates forms to ensure compliance with state and federal laws and in compliance with tele-therapy. 5. Develops subject matter expertise on performance and outcome measures for grants; assists supervisors and counselors in understanding grants and the applicable requirements. 6. Develops social media and outreach materials for VESS staff and potential clients. 7. May provide victim services to clients in the event of shortage or emergencies. 8. May provide short-term clinical supervision to VESS counselors in absence of supervisor. 9. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies. 10. Performs other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education - Graduation from an accredited four-year college or university with a Masters degree in Clinical or Social Services, Counseling or related field is preferred. Experience Minimum three (3) years experience working as a victim services professional. Experience working as part of a multidisciplinary workgroup. Experience with program and/or curriculum development, oversight, or management; and experience providing training and presentations preferred. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and or Certification If driving is required, must possess a valid driver license from state of residence.. Technical skills- Advanced skills providing services to survivors of violent crime including survivors of mass violence. Understanding of legislation, victims rights, court proceedings, and case management. Familiarity with mental health issues, bereavement, suicidality, trauma, grief, victimology, crisis intervention preferred; Skilled in victims needs assessment. Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Leadership skills Knowledge of performance and productivity standards and how to achieve or maintain them; and fiscal/budget management so objectives can be attained within allocated resources. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills Position continually requires demonstrated poise, tact, diplomacy and an ability to establish and maintain effective working/professional relationships with external and internal customers and demonstrate a history of working effectively collaborating with others as part of a multidisciplinary team. Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Technology Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook). Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Travel and/or Schedule Occasional (15%). Available for on-call work as needed.
