Summary About the Position: This is a Realty Specialist position with the U.S. Army Corps of Engineers, Galveston District-Real Estate Division. Responsibilities Perform the realty work involving projects with significant funding requirements, complex real estate transactions and/or situations that present potential for controversies of a political or policy nature. Coordinate and participate in meetings with public and private groups, agencies, and organizations to explain project objectives and subsequent use of Government property by both private and public parties. Plan and discuss assignments and organize work for effective utilization for meeting assigned schedules and objectives. Conduct negotiations of out grants to other Federal, state or local governmental agencies, commercial concessionaires, quasi-public organizations, private clubs, and individuals. Conduct inspections for compliance, and as necessary persuades out grantees to comply with terms of their agreement. Administer a program to maintain property line integrity by coordinating with field personnel and adjacent landowners on the appropriate legal or administrative action necessary to correct survey discrepancies, trespassing and encroachments. Dispose of timber, sand, gravel, buildings, and other real property components, as well as land. Specialized Experience: One year of specialized experience which includes 1) Working Real Estate experience in Project Planning such as: property; acquisition, management, disposal, and appraisal; working relocation requirements, relocation of utilities; AND 2) Working with State and Local government officials and property owners to resolve conflicts in controversial transactions involving real estate negotiations such as agriculture and grazing practices, disposal guidelines, recreation policies, mineral rights, and land management practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Grants Management Manages and Organizes Information Oral Communication Project Management Real Estate Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
