Job Description
Oversee all aspects of Strategic Sourcing, Supplier Development, Contract Governance and Spending activities for mechanical, electrical and electronics materials, component parts, equipment, and services with the primary objective to minimize the organization’s overall costs and to support Operations, and to improve product value (Design-to-Value). The Buyer is responsible for procuring goods and services to support the Gaithersburg location. They will work closely with site personnel including Program Managers, Quality Engineering, and other Buyers to drive essential projects aimed at achieving site materials deflation savings targets. Acts as the critical interface between Gaithersburg personnel and the Supply Chain and participates in the development and management of supplier contracts and long-term agreements (LTA’s). Plays a strategic and tactical role in formulating partnerships with suppliers to meet cost and schedule requirements for Gaithersburg.
Responsibilities
Responsible for purchasing for designated product lines/commodities to meet customer demand, including purchasing indirect and direct materials, and coordinating rework/replacement of non-conforming material to meet production schedule
Perform daily procurement activities by processing requisitions, issuing requests for quotes/proposals, and performing MRP analysis to achieve desired cost and schedule requirements while maintaining proper inventory levels in support of manufacturing
Expedite components, part shortages, and rework/replacement of non-conforming material to meet customer demand
Submit RFQs to suppliers and ensure timely quote return to meet proposal/production needs
Work with Supply Chain Manager and/or Sr. Buyer/Planner to satisfy requirements of RFQ packages for programs
Understand and communicate program specifications to suppliers. Confer and correspond with vendors, manufacturers, service suppliers, and sales representatives to obtain pricing and product information
Address quality concerns in collaboration with Quality, Product Management, and/or Engineering
Develop and enhance relationships with strategic suppliers/partners; serve as primary contact with suppliers; and foster a positive and mutually beneficial relationship with suppliers
Ensure confidentiality agreements (NDAs) and other necessary contracts/agreements are established with suppliers
Drive cost savings and quality improvement projects
Coordinate quality issues with suppliers, as required, including supplier returns
Monitor open invoices and communicate with suppliers to ensure on-time delivery
Assist in aligning strategic procurement goals and objectives with quarterly deliverables, weekly activities, and daily schedules
Work with Finance and Materials Handling to resolve invoice and credit memo discrepancies
Set up and coordinate pull systems and consignment programs with suppliers

2-5 years of experience as a buyer in a technical manufacturing setting (custom assembly experience is helpful)
Experience in the manufacturing industry (equipment preferred)

Excel (data entry and spreadsheet maintenance)
Outlook (working knowledge)
MS Teams (internal communications)
BA/BS or combination of experience and up to 3 years of experience in Procurement
Additional Skills & Qualifications
Experience in procurement in a technical environment interfacing with Suppliers, Manufacturing, Quality, and Engineering
Experience or education with an MRP system is required
Experience utilizing SAP is required
Strong computer skills, including the Microsoft Suite of products, is required
Excellent communication skills (written, verbal, and presentation)
Proven ability to create and implement complex processes
Data-driven and process-oriented with an ability to consistently meet commitments and attain stretch performance measures without direct oversight
Ability to interpret blueprints, drawings, or other technical materials
Experience with source control documents and drawing interpretation required

Work Environment
Core hours 9am to 3:30pm (8-5 with an hour lunch). 100% onsite.
Pay and Benefits
The pay range for this position is $30.00 - $33.65/hr.
