Defense Information Systems Agency MANAGEMENT AND PROGRAM ANALYST in Fort Meade, Maryland

Summary This position for The Defense Information Systems Agency is at Fort Meade, Maryland . This position is located at the Defense Information Systems Agency (Agency), Office of the Inspector General (OIG), and reports to the Assistant Inspector General of Evaluations. The management and program analyst position serves as an Evaluator to provide basic developmental work experience up to conducting a full range of evaluation assignments. Responsibilities Preparing Evaluations-Plans, coordinates, and executes extensive research for evaluations. Briefs evaluation plans, evaluation updates, and evaluation results to OIG management and senior leaders. Executing Evaluations-Conducts interviews, site visits, document reviews, surveys, focus groups, and direct observation. Monitors activities, provides assistance, and ensure evaluation scope and objectives are being satisfactorily fulfilled within the desirable timeframe. Analyzes quantitative and qualitative data to determine the condition, magnitude, root causes, impacts and risks, and makes recommendations to address problems. Completing Evaluations-Drafts or edits well-documented, clear, and concise reports that are client focused and well supported with evidence and analysis. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service. For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service. Specialized Experience at the GS-07 level is defined as experience performing assignments for projects of limited scope and complexity designed to develop skills and proficiency in collecting and researching data for evaluations of programs/operations; reviewing, analyzing, researching laws, regulations, guidelines, and approved procedures to provide findings. For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience at the GS-09 level is defined as experience in independently performing a full range of evaluation assignments under close direction with the ability to select approaches and methods to be used to complete work assignments from specific established guidelines. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience at the GS-11 level is defined as experience planning and carrying out established evaluation criteria to assess compliance with policies and regulations and increase productivity. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience at the GS-12 level is defined as experience researching, designing, conducting, and analyzing evaluations to detect inefficiencies, ineffectiveness, and identify areas for improvement within an organization. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience at the GS-13 level is defined as experience managing all aspects of evaluations to detect inefficiencies, ineffectiveness, and identify areas for improvement within an organization; and experience preparing and presenting evaluation analysis and findings to senior-level management. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Education Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement. SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. There is no substitution of education for specialized experience at the GS-12 grade level. There is no substitution of education for specialized experience at the GS-13 grade level. To be creditable, education must have been obtained in an accredited college or university.
