Summary PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT COLA: 2.63% Duty Location: United States Property and Fiscal Office (USPFO), Fort Buchanan, PR Responsibilities Selected applicant(s) will be required to complete an online Onboarding process. DUTIES: As a BUDGET ANALYST (D1900000), GS-0560-9, you will serve as the budget analyst and consultant for the management and administration of all budget programs within the organization. The incumbent performs routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components. The incumbent performs duties necessary to accomplish budget analyst and management functions and provides customer service in support of financial management (FM) programs. The work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management. PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. WORKING ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working in and traveling away from the work site. GENERAL EXPERIENCE: Experience, education, or training which the candidates demostrate have enough knowledge of applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as serving as the functional point of contact for day-to-day budget/financial issues; resolving problems, and determining funding/resource requirements; performing budget formulation work; reviewing and analyzing budget requests submitted; researching, consolidating, and summarizing budgetary data; preparing budget estimates and annual financial plans; performing budget execution and administration work; providing information concerning the propriety of using funds, advice, assistance, and guidance on budgeting; preparing guidance and/or interpretation of standard procedures and regulations relating to the organization's budget and financial procedures/processes; conducting budget related training of organizational personnel; utilizing common budgetary methods and techniques, applying basic statistical formulas, and conducting analyses and studies. OR To qualify for GS-0560 dual status technician position, the applicant must have a completed undergraduate (BS) or graduate education (MS and above) the college degree education must be in one of-or- be a combination of the following required disciplines: Accounting, Business, Finance, economics, Industrial management, Marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work AND completed the Army or Air Force Financial Technical School course AWARDED are considerate minimally qualified for the GS-09. Copy of official/student transcripts, training certificates or proper documentation must be included in order to receive credit for education (ex. DA 1059, DD 214, ext.) Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume. NOTE: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 24 months of appointment to the position. This certification requirement is a condition of employment for this position. Military positions with financial management occupational specialties require financial management certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
