Naval Facilities Engineering Command CONSTRUCTION MANAGEMENT SPECIALIST in Finegayan, Guam

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will be required to be in accordance with all applicable Federal, State, DoD, Navy, NAVFAC and other agency laws, guidance, policy and procedures. You will represent the Facilities Engineering and Acquisition Division (FEAD) Resident Officer in Charge of Construction (ROICC)(OICC) as the technical representative in matters involving contract modification and claims. You will have open communication between, and due diligence of, the Contracting Officer, the COR, COR management, the requiring activity, and the contractor in contract surveillance. You will provide assistance and technical guidance to other construction managers and to construction engineers/architects, or other NAVFAC business/support lines. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards. Education Additional Information Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
