Project Manager II (PM-II) position has single point accountability or can be under general direction of a Project Director or Senior PM. PM-II position is responsible for management, or assisting management, of all phases of project planning and execution to ensure project success factors are met. These include but are not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. Responsible for strategic management of the full life cycle of distribution construction work for the base, including project planning, forecasting, prioritization, design, project management, installation, invoicing, inspection, and as-builts. PM-II’s serve as unifying agents providing leadership, decision making, management, guidance, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the Company.

Responsibilities

  • Role of the PM is to act as the single POC for all documentation and communication from the government to PNG.

  • This includes all cost change, scope change, regulatory or contract changes.

  • Liaison between all PNG internal groups compliance, legal, GIS etc. and (DLA)Defense Logistics agency to ensure all contract requirements are met in a timely manner. DLA is the single POC for all proposals, change orders, notifications of changes in project cost, etc.

  • Responsible for managing and leading Distribution Construction teammates and contractor partners for the construction of mains, services, stations, and meter sets to ensure the safe, reliable delivery of natural gas to customers in a cost-effective manner on Fort Liberty.

  • This includes all cost change, scope change, regulatory or contract changes.

  • PM-II’s provide leadership, oversight, direction, delegation, and coordination with various internal and external organizations providing services to the project.

  • PM-II’s guide matrixed members of the team daily. They interface with functional leaders of matrixed team members regarding placement, development and conflict resolution.

  • Structure, lead, or assist in project related meetings to ensure open communication between team members, key stakeholders, and management.

  • Prepare, communicate or report monthly project status, kickoff meetings, weekly and monthly required communication.

  • Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, Work Breakdown Structure (WBS), schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plans, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.

Required/Basic Qualifications

  • Bachelors degree

  • 5 years related work experience

  • In lieu of Bachelors degree(s) AND 5 year(s) related work experience listed above, High School/GED AND 9 year(s) related work experience

Desired Qualifications

  • In addition to desired degree, 10 years related work experience

  • Project Management Professional and/or Certified Associate of Project Management

Additional Preferred Qualifications

  • Project related work experience; Risk Management, Project Leadership, Strong Collaboration, Oversight

  • Proficient to demonstrated Expertise in Project Management, Decision Making, Critical Thinking, and Problem Solving

  • Utility Business Unit Experience as determined by BU ranging from Regulated or Commercial energy services experience

  • Construction Management knowledge

  • Proficient to Expert in project related Scheduling, Cost Controls
