Town of Farmville Human Resources Manager in Farmville, Virginia

The Town of Farmville is accepting applications for a Human Resources Manager.

The Human Resources Manager performs a wide variety of professional, administrative, and technical related duties in the administration of human resources programs. Duties include overseeing HR systems, handling employee relations, ensuring compliance with regulations, managing and supporting employee recruitment efforts, designing and administering employee training programs, implementing and administering benefits, and maintaining compensation plans. All duties are performed in accordance with applicable laws, resolutions, and Town policies.

Qualifications - Bachelor's degree in Human Resources, Business Administration, or related field - 5+ years of experience in human resources management

  • Professional in Human Resources (PHR) or related specialized certification preferred.

Responsibilities: Oversee and administer the Human Resources function for the Town.

Ensure compliance with employment laws and regulations.

Advise management on a wide variety of human resources matters, including recruiting and selection, position classification, compensation, labor relations, and benefit related issues.

Administer the recruitment process for all levels within the organization.

Develop the design and placement of employment advertising to generate quantity and quality of applicants.

Oversee the administration of pre-employment testing and background checks.

Coordinate with Fire Chief-Training and Safety to provide employee training.

Develop and present annual employee evaluation program.

Review and develop job descriptions.

Review, develop, and administer Town personnel policies.

Complete applicable state and /or federal reports (i.e. ACA, EEO, etc.)

Audit personnel files to ensure complete, accurate, and appropriate information is included in the personnel file.

Provide training/guidance to all Directors and supervisors.

Maintain employee intranet.

Plan, develop, and evaluate employee benefit program.

Oversee completion of manual and electronic membership enrollment, membership changes, event changes, etc.

Design, evaluate, and modify benefits policies to ensure that programs are current, competitive, and in compliance with legal requirements.

Perform related work as required.

The starting salary for this position is $58,000 up to $92,000. Salary is dependent upon qualifications.
