Job Description

Computer World Services (CWS) is seeking an experienced Program Manager to support the United States Transportation Command (USTRANSCOM) in managing the Integrated Computerized Deployment System (ICODES). This system assists in the staging and load-planning for multiple modes of military and commercial transportation. ICODES operates within a DoD virtual private cloud environment and integrates knowledge-based systems, data storage, and a graphical user interface. The Program Manager will be responsible for overseeing the design, development, testing, implementation, and maintenance of the software, ensuring synchronization with other Surface Deployment and Distribution Command (SDDC) transportation management efforts.

Key Tasks and Responsibilities

* Provide comprehensive management and oversight of all projects and tasks within the contract scope.

* Prepare and manage documents including point papers, briefings, and meeting minutes related to project status and performance.

* Conduct monthly Program Management Reviews (PMRs), presenting status, progress, recommendations, concerns, and providing hands-on functional reviews.

* Track and update action items from PMRs, record discussions, decisions, and prepare presentation slides for meetings.

* Deliver high-level executive summaries (QSR) every quarter, detailing technical approaches, management controls, and milestone schedules.

* Include in the QSRs a synopsis of completed efforts, deliverables, conferences/trips, risk assessments, proposed activities, cost expenditures, and travel expenses.

* Create and maintain a detailed milestone schedule in Microsoft Project, outlining tasks, durations, timelines, resources, and dependencies.

* Submit detailed trip reports within five business days post-travel, including traveler details, trip purpose, discussions, decisions, and future actions.

* Ensure all personnel meet contract requirements and provide initial and updated Employment Status Reports listing supporting personnel and their roles.

* Manage and coordinate travel requirements within the Continental United States (CONUS) and Outside Continental United States (OCONUS), including potential virtual training alternatives.

* Assess and recommend risk mitigation strategies as part of ongoing project management and reporting.

* Monitor and report actual and projected expenditures, ensuring alignment with budgetary constraints.

* Maintain regular communication with the Contracting Officer\'s Representative (COR) and Assistant Contracting Officer\'s Representative (ACOR), ensuring timely submission of required reports and updates.

* Ensure all project activities comply with contract requirements and performance work statement guidelines.

Education & Experience

* 8+ years of experience in project management within a DoD or similar environment.

* Bachelor\'s degree. Additional experience and commercial certifications in related field can substitute for formal education.

* Proficiency in Microsoft Office and project management tools.

* Excellent written and verbal communication skills for effective documentation and reporting.

* Preparedness to conduct virtual training and adapt to changing project requirements.

Certifications

* Project Management Institute (PMI) Project Management Professional (PMP) certification is desired.

Security Clearance

* DoD Secret security clearance (interim Secret clearance acceptable).

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

* Willingness and ability to travel CONUS and OCONUS as required.
