ABOUT THIS POSITION:

Under direct supervision, provides analytic and technical work, analysis, data management and research related to services provided as a member of the Virginia Insurance Counseling and Assistance Program (VICAP) Unit. Measures and analyzes indicators of performance in accordance with VICAP, MIPPA, SMP and any other requirements under the VICAP unit. Exercises independent judgment and experience in the application of agency and community services and related policies and procedures regarding Medicare and Dual Eligibility Medicaid. Complies with policies and guidelines for counselors, including those regarding confidentiality and reporting of VICAP activities. Analyzes, problem-solves, and provides information about, and assistance with, issues related to Medicare, Dual Eligibility Medicaid, supplemental health insurance, long-term care insurance, other related health insurance programs, and Medicare fraud and abuse. Provides one-on-one counseling utilizing appropriate database to help clients analyze and compare Medicare health plan and prescription drug plan options and access other benefits. Ensures the delivery of program services through support of volunteers. Supports Medicare training to non-profit/older-adults, community groups and internal customers. Performs data collection activities in support of requirements attached to appropriate programming.

Illustrative Duties:

  • Analysis and Counseling: Exercises independent judgment and expertise in the application of knowledge of agency and community services and related policies and procedures regarding Medicare and Dual Eligibility Medicaid, coverage, access, claims, financial assistance and health and prescription plans to assess client needs. Researches available options for clients and presents options and information. Handles complex client cases by navigating through a variety of applicable databases, applications, and systems. Uses internet-based programs to help clients compare health plan and prescription drug plan options and access other benefits as appropriate. Develops and maintains effective working relationships with internal and external customers to produce efficient solutions to customer needs and concerns. Provides one-on-one counseling in person, by phone, at various locations and during special enrollment events. Assists with MIPPA applications (LIS and MSP applications). Responsible for coordinating and analyzing and providing information to social workers, case managers and other staff regarding VICAP needs of clients.

  • Data Management: Maintains and analyzes programmatic data collection in the appropriate state and local databases. Performs data collection activities that support federal and state mandates. Assists with measuring and analyzing indicators of performance, quality, quantity and efficiency of services under the scope of VICAP unit work.

  • Coordination and Education: Executes education and public outreach on Medicare and related functions. Facilitates enrollment events in the community to internal and external partners. Develops, schedules and presents Medicare training and enrollment events to non-profit/senior groups and internal customers.

  • Other duties as assigned to support the work of the Adult & Aging Division

Required Knowledge Skills and Abilities:

  • Knowledge of mission, goals, and objectives of Area Agencies on Aging, and community services regarding Medicare and Medicaid, as it relates to dual eligible beneficiaries, supplemental health insurance, long-term care insurance, other related health insurance programs, and fraud.

  • Knowledge of the principles, practices and techniques governing management, organization, operations, and programmatic services.

  • Ability to identify possible solutions for solving business problems.

  • Ability to be certified as a Virginia Insurance Counselor for Medicare within 60 days of start.

  • Ability to perform a variety of fact-finding techniques.

  • Effective interpersonal and organizational skills.

  • Ability to communicate effectively orally and in writing including effective presentation skills.

  • Ability to use word processing and presentation software to prepare documents, presentations, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data.

  • Ability to maintain professional commitment.

  • Ability to implement effective relational skills.

  • Ability to display cultural competence through scope of work and interactions with others.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in one of the social or behavioral sciences and one year of experience in full performance level human services coordination work in public, private, or volunteer organization.

CERTIFICATES AND LICENSES REQUIRED:

SHIP/VICAP State certification: Certification as a Virginia Insurance Counselor for Medicare required within 60 days of hire. Annual re-certification required.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Currently certified as a Virginia Insurance Counselor for Medicare.

  • Experience in the field of aging and long-term care services.

  • Experience providing unbiased counseling to consumers to resolve concerns related to Medicare claims.

  • Experience with programs serving adults, caregivers, adults with disabilities, adult protective services, elder rights, and fraud prevention.

  • Experience in public speaking and giving presentations both in-person and through virtual platforms.

PHYSICAL REQUIREMENTS:

Employee may be required to lift or carry up to 25 lbs. occasionally.

Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.

Job requires walking, standing, sitting (for long periods of time).

Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.

Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer.
