Description:

The OSP Manager is a critical leadership role at Palo Alto that oversees the Outside Plant Team working to build and maintain a brand-new high-quality Fiber-To-The-Premises (FTTP) infrastructure to provide municipal Palo Alto Fiber internet to the community. This position will oversee field technicians and coordinate construction, installation , and repair activities while adhering to quality and customer service standards . With a deep understanding of fiber optic technology, the OSP Manager leads teams in the efficient deployment of fiber-based video and data products along with fixed wireless broadband services. They excel in complex project management, coordinating with stakeholders and managing budgets and timelines effectively. Additionally, the OSP Manager ensures compliance with industry standards, fosters team development, and promotes a positive work environment to enable teams to p rovide accurate and timely installation and service to subscribers . The OSP Manager oversees and supervises the construction and warehouse staff , contract crews , fiber plant extensions, relocates , and fiber drops along with construction of residential, multi -tenant, and mixed use .

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Lead and Manage Fiber Optic Deployment s

  • Oversee planning, construction, and inspection of fiber infrastructure.

  • Prepare long-term plans, forecasts, and budgets.

  • Design optimal fiber paths and network architecture.

  • Manage and supervise Field Service Technicians and contractors .

  • Ensure adherence to industry standards, plans, and safety policies to deliver quality customer service, work-order completion, and closeout .

  • Manage complex project tasks including budgeting, scheduling, and resource allocation while coordinating with various stakeholders.

  • Oversee all aspects of outside plant construction ( aerial , underground, mainline, distribution , drops. )

  • Facilitate technician development and compliance with industry standards such as NJUNS, 811, etc.

  • Schedule technicians for peak service and error resolution.

  • Promote a positive work environment, team morale , and productivity.

  • Ensure team meets productivity requirements and KPIs such as customer satisfaction, customer retention, completed versus invoiced jobs, average resolution time .

    T echnical Expertise & Project Management

  • Manage project requirements and coordinate activities to ensure smooth deployment within budget and timelines.

  • Inspect installations, test fiber optics, and maintain quality standards.

  • Demonstrate expertise in fiber optic operations , guiding teams in installation, maintenance, and troubleshooting activities.

  • Knowledge of overhead and underground infrastructure for passive fiber-optic network.

  • Develop and implement outside plant standards, policies, and procedures.

  • Implement industry standards and best business practices for fiber optic cable types, termination methods, splicing techniques, and testing equipment.

  • Ensure capacity planning for the fiber optic plant, achieving construction budget, timeline, and milestones.

  • Possess technical knowledge extending to network design to ensure the entire outside plant processes run efficiently and smoothly.

  • Mitigate risks and resolve project issues promptly, maintaining quality standards.

  • Assists in developing and administering technical operations policies and procedures, conducting regular quality audits for compliance.

    Communications & Administration

  • Effectively communicate with all stakeholders (customers, management, employees, and contractors) .

  • Assist in department budget management and participate in the hiring process and employee development initiatives.

  • Maintain a professional appearance, behavior, and good attendance.

  • Perform other duties as assigned.

Minimum Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required .

  • 5+ Years of experience with fiber network design and deployments .

  • Knowledgeable of Fiber-to-the- Premise (FTT P ) Infrastructure, Multi-family Dwelling Unit (MDU) design and materials .

  • Experience managing staff , contractors , and budgets .

  • Experience creating network drawings, route maps and scopes of work .

  • Experience working with Fiber Management Systems and GIS ( preferably ESRI ) .

  • Experience interpreting fiber test results and auditing projects for compliance with scopes of work .

  • Experience with f iber splicing and fiber restoration and/or fixed wireless broadband.

  • Excellent oral/written communication, interpersonal, and analytical skills and outstanding organizational, prioritization, and multitasking skills .

  • Proficient with MS Office Suite (Word, Excel, PowerPoint, Outlook, etc.)

  • Must be a collaborative team player and business partner .

    Education :

  • BA/BS degree preferred or 3-4 yrs of practical experience and relevant training certification(s) .

  • High school diploma or GED required , related Associate’s degree .
