Optum Government Solutions has a need for a seasoned delivery professional with extensive experience implementing State Integrated Eligibility (“IE”) solutions and related systems. The successful candidate will be an established leader with operational credibility and experience around implementing Integrated Eligibility solutions across multiple states and will lead in bringing the best possible solutions to the marketplace. He/she will have responsibility for delivery of client and program delivery commitments, on budget, and with high quality and value to the customers. He/she will have solid risk management capabilities, leadership and change management skills; create passion, excitement and results in others; and provide strategic and tactical direction to deliver an innovative, market leading solution. This individual will have solid executive presence and be able to clearly discuss and communicate product value and benefits to customers, prospects, and internal and external partners.

If you are located in Springfield, IL, you will have the flexibility to work from home and in the office in this hybrid role* as you take on some tough challenges.

Primary Responsibilities:

• Responsible for the overall direction, coordination, implementation, execution and completion of IE and other related programs ensuring consistency with company values, strategy, goals, timeline, and budget

• Excellent client and delivery risk and issue management capabilities

• Management of customer relationships and contracts

• Develops solid intra-company relationships by proactively meeting with key Optum segment technology, operations, finance and business leaders to keep abreast of changes/trends as well as to shape decisions at the Optum corporate level

• Clearly presents relevant material to management on customer satisfaction, and progress against expected results

• Ensures deployments are completed on time and reflect planned scope

• Engages with leaders across various business divisions within the organization, and with our key business partners

• Seek ways to continuously improve communication, quality, effectiveness and efficiency with our clients

• Assesses and prioritizes multiple demands and ideas based on available resources

• Supports team and leadership decisions and acts quickly and effectively to sustain progress

• Adapts departmental plans and priorities to address business and operational challenges

• Communicates with and coaches proposal development and orals presentation teams

• Navigates and influences multiple cross-functional and cross-location teams in a complex, matrixed work environment

Required Qualifications:

• 10+ years of increasing responsibility in program delivery for Integrated Eligibility and related solutions

• 10+ years of program/project leadership skills in a large, complex matrixed- environments

• Demonstrated ability to influence teams and prioritize deliverables

• Demonstrated presentation and communication skills

• Ability to navigate a large, matrix organization

• Ability to be a self-starter who can operate well in a changing and ambiguous environment

• Ability to travel when needed (variable, but up to 75%)

• Ability to go into the Springfield, IL office as needed by the client

Preferred Qualifications:

• Experience in the healthcare industry

• Health and Human Services (HHS) experience in public and/or private sector (IE and ancillary systems focus)

• Ability to balance strategic thinking with the urgency to drive work forward

• Ability to adapt quickly to changes in work direction and able to pivot work accordingly

• Ability to be a creative problem solver

• Experience developing content and selling messages for compelling, winning IE bids

• Ability to be a team player and to form working professional relationships and motivate large teams around common goals

• Experience using data and research to formulate logical business recommendations

• Proven understanding of state and federal legislation and guidelines that drive IE requirements

• Proven understanding of employee engagement drivers, and implement improvements as needed
