Work Day/Hours: 7:00 a.m. - 3:30 p.m.

We lead long-term water and wastewater planning and infrastructure development, regularly treat and test systems for environmental compliance, and engage the public in water conservation to ensure all of our customers have clean, safe water every time they turn on the tap. This role has oversight for 6 crews who operate heavy equipment used for safely digging trenches, laying and repairing pipes in order to repair or replace the City’s water and sewer infrastructure; responding to system leaks or line breaks throughout Durham. This role applies technical judgment working in partnership with 6 direct reports, with Division management, and with other Divisions of Water Management who may need assistance. This job requires a high degree of interpersonal skills with the ability to multitask, drive change, make mature judgment calls, and manage production using the computer management system. With oversight for 36 staff and a heavy workload, the successful candidate will delegate responsibilities to the seasoned crew chiefs in this work unit and hold staff accountable for safety and production using the performance management system. As a leader, you are also expected to develop staff through training, education, & performance management. The successful incumbent will have a mature understanding & practical application of basic leadership principles, decision making, & maturely dealing with employee relations issues.

Work is often performed during inclement weather and is subject to rotational stand-by/recall and other overtime when needed. The successful candidate will have industry knowledge & abilities to effectively manage several crews over a large area. Because our supervisory staff participates in after-hours stand-by/recall duty, numerous certifications are preferred in order to cover the various business lines:

Duties/Responsibilities

  • Coordinates field unit operations related to collection and/or distribution system maintenance and contract work; supervises staff including planning, assigning, and evaluating work; convenes and facilitates staff meetings; trains and coaches employees; directs crew operations at work locations; ensures that equipment is maintained; and ensures compliance with safety and applicable operational rules and regulations.

  • Performs the most complex and difficult work assignments; troubleshoots the most complex and escalated issues; and schedules repairs by outside vendors.

  • Coordinates the preparation of and/or prepares, reviews, and/or maintains reports, records, work orders, logs, and documents; updates and maintains databases and online systems; reviews work prepared by staff; identifies and resolves discrepancies; and ensures work is accurate, complete and in compliance with applicable regulations, policies, and procedures.

  • Monitors supply inventory and equipment levels; determines materials needed; researches price and vendor information; makes and/or approves procurement recommendations

  • Coordinates with vendors, contractors, City departments, and/or external agencies to order supplies; provides technical assistance; assists with planning departmental operations; assists with implementing projects; and responds to and handles escalated and the most complex customer service issues.

  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications & Experience

  • Associate’s degree, or equivalent

  • Three years of equipment operation/driving experience or maintenance experience related to assignment

  • Previous Lead or supervisory experience

  • Must complete job related and/or safety training based on assignment, such as (but not limited to) lock out/tag out, confined space entry, ladder safety, respirator and emergency evacuations training

  • A valid North Carolina Class C Driver’s License with a satisfactory driving record and license obtained within the time frame specified by the City

  • NC Grade B Water Distribution

  • NC Grade III Wastewater Collection

  • North Carolina Class B Commercial Driver’s License

Additional Preferred Skills

  • Experience with water plants and/or lift stations is preferred.

  • OSHA Competent Person and Trenching/Shoring certifications are preferred

  • North Carolina Grade B Water Distribution (an A is preferred)

  • North Carolina Class A Commercial Driver’s License
