DUCHESNE COUNTY AUDITOR Community Development Zoning Specialist in DUCHESNE, Utah

POSITION PROFILE

The Zoning Specialist position is in the Community Development Department. Working under the direct supervision of the Community Development Director, the Zoning Specialist devotes a significant amount of time to routine administrative tasks, including land use permit reviews, field data collection, and writing staff reports. Specifically, a Zoning Specialist will process administrative conditional use permits required by proposed oil and gas production facilities. A Zoning Specialist often works closely with the Public/Oil and Gas Industry on a regular basis to provide customer service on planning issues. Zoning Specialists may be asked to perform professional-level (Planner I) duties of limited complexity.

ESSENTIAL FUNCTIONS

  • Provides technical assistance and information to staff and the public in administrating specific planning-related programs and ordinances.
  • Reviews land use applications, including conditional use permits, to ensure compliance with complete application requirements.
  • Tracks permit conditions through permittee communication, site visits, and documentation.
  • Reviews building permit applications for zoning ordinance compliance and assigns addresses.
  • Review business license applications for zoning ordinance compliance.
  • Performs routine office tasks in designated program areas, including data entry, file management, field visits, answering telephone, and responding to e-mails.

  • Researches and compiles information on various planning issues from multiple sources, as requested.

  • Attends public meetings, assisting other Community Development staff as appropriate
  • Zoning Specialist processes administrative conditional use permits for proposed oil and gas production facilities. Activities may include:
    • Creation of a database of oil and gas production facilities in Duchesne County.
    • Travel to permittee site locations for use verification and documentation.
    • Interface with permittee and public.
    • Administer and complete administrative conditional use permits in a timely manner.
    • Meet mandated public notice requirements per County and State code.
  • Represent the interests of the County in the administration of all duties.

KNOWLEDGE

  • Knowledge of planning principles and practices, including zoning and land use permitting processes.
  • Working knowledge of the Oil and Gas Industry is a plus.
  • Knowledge of principles and practices of research and data collection.
  • Knowledge of effective writing techniques.
  • Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
  • Knowledge of computer programs and applications, which may include Office 365, database management, and Internet applications.
  • ArcGIS programs and applications
  • Knowledge of unmanned aerial vehicle (UAV) flight best practices and operations is preferred.

EDUCATION AND EXPERIENCE

  • An associate degree or equivalent technical training.
  • Understanding of planning, land use, and general community development.
  • Ability to interact positively with the public.
  • Familiarity with public lands organization, structure, and administration.
  • Experience with technical writing.
  • Competency using basic word processing programs and online communication platforms.
  • Preference is given to candidates with experience working in or with the local oil and gas industry.
  • Preference is given to candidates with a Remote Pilot Certificate with the FAA.
  • A valid State of Utah driver's license.

SKILLS/ABILITIES

  • Oral communication and interpersonal skills to explain forms, rules, and proc dures clearly to the public.
  • Problem-solving skills to gather relevant information to solve practical problems and address citizen inquiries and concerns.
  • Ability to review land use permit applications and apply provisions of the Duchesne County zoning ordinances and codes to determine compliance with such regulations, and to assess regulation compliance to field conditions.
  • Ability to work on several projects or issues simultaneously.
  • Ability to work independently or in a team environment as needed.

PHYSICAL REQUIREMENTS

  • Sedentary Work:
    • The position predominantly involves sedentary activities, such as extended periods of sitting. Physical actions may include walking, bending, stooping, and lifting binders and files weighing approximately 10 to 20 pounds.
    • The role also involves prolonged use of computer equipment, including viewing video monitors and operating keyboards for extended durations.
  • Exposure to Outdoor Conditions:
    • The job may occasionally require exposure to various outdoor environments, including extreme weather conditions such as cold and heat.
  • Equipment Lifting:
    • Employees may need to lift and handle equipment or materials weighing up to 15 pounds.

HAZARDS

  • Office Environment:
    • Work is conducted in an office setting with standard fluorescent lighting, which may cause minimal eye strain. Adjustments can be made to meet individual needs.
  • Driving-Related Risks:
    • There are potential hazards associated with driving, especially when accessing various job sites.
  • Oil and Gas Well Site Hazards:
    • Employees may need to access oil and gas well locations, which present unique risks. Personal Protective Equipment (PPE) will be provided to ensure safety in these environments.
  • Drone Operation Risks:
    • Use of drones for specific tasks carries its own set of hazards. Proper training and safety protocols will be enforced.
  • Remote Area Risks:
    • Work may occasionally require travel and activities in remote areas, posing additional risks. Appropriate measures and support will be provided to manage these conditions.
