Summary The incumbent, under the title Facility Chief Logistics Officer, is the senior supply chain management officer for the Carl Vinson VAMC and supported catchment area, and oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. The incumbent reports directly to the Deputy Medical Center Director (or equivalent), an Executive in the VA Health Care System. Responsibilities Under the title Facility Chief Logistics Officer or Chief Supply Chain Officer, the incumbent establishes, monitors and manages the performance and measurement of logistics functions throughout the VA HCS for all aspects of the supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Major duties include but are not limited to: Serves as the senior logistics management officer for a VA HCS and supported catchment area, integrating logistics and related support and services for the supply chain, expendable/non expendable and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Directs the supply chain, to include budget projections/execution for logistics programs and contracts, utilizing an understanding of the role of logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Through subordinate managers, conducts cost-benefit analysis for procurements through the total supply chain. Establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management. Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Serves as the Chairperson of one or more commodity disciplines, involving multiple product variations, under the VISN Commodities Standardization Committee, participates on the Network Equipment Committee (or similarly titled group), and oversees the Facility Recall Program. Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory. Advises the Medical Center Director of equipment on hand and equipment readiness issues which have a direct impact on patient care. Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal). Coordinates with the financial organization to ensure goals are realized. Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance. Initiates requests for filling vacancies or hiring additional personnel, including supervisors and team leads; selects or participates in the selection of new employees. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to negotiate a compromise or develop suitable problem resolution alternatives; experience providing administrative and technical supervision over a variety of occupations; monitor and manage the performance and measurement of logistics support functions throughout a facility including all aspects of expendable and non-expendable inventory management activities and warehouse operations; expert knowledge of all logistics concepts, practices, tools, and operations; possess highly refined communication skills and be able to astutely navigate organizational boundaries at a facility, network, and/or national level; possess mature judgement and be able to plan strategically and execute operationally, integrating logistics operations with acquisition, fiscal/budget, clinical and administrative activities across an organization.
