Summary This National Guard position is for a DEPUTY LOGISTICS MANAGEMENT OFFICER (TERM) (TITLE 32), Position Description Number D2120000 and is part of the G4 located in Draper UT, with the Utah Army National Guard. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG. MUST BE A 90A -Min MAJ/ Max LTC Responsibilities Major Duties: This is not an all-inclusive list As a DEPUTY LOGISTICS MANAGEMENT OFFICER (TERM) (TITLE 32), GS-0346-13, you will: The DCSLOG/G4 manages a large wage grade work force located in maintenance shops throughout the state. Plans for adequate supply and maintenance facilities and coordinates with the Facilities Manager concerning maintenance and refurbishment of the facilities. Coordinates and directs the State's logistical support mission and administers the Command Supply Discipline Program (CSDP). Evaluates programs effectiveness through review of reports, personal observation, inspections, and other means and takes corrective action when appropriate. Sets priorities and deadlines for special projects and coordinates plans with other States/Territories (where applicable) as well as with subordinate supervisors. Oversees and monitors planning and implementation of comprehensive logistics programs for sustainment of highly complex, fielded, or planned fielding of new systems, integrating separate functions into logistics activities needed to sustain fielding. Publishes Material Fielding Plans and assures implementation of new logistics concepts, corrective actions and changes to reflect new requirements, technologies, and safety concerns. Coordinates total package fielding within the JFHQ with Program Managers, the USPFO, with major commodity commands such as Tank Armament and Automotive Command, Department of the Army Program Managers and other representatives as appropriate. Develops State regulatory policy and procedural guidance to assist in the establishment of logistics support throughout the State. Identifies personnel and equipment requirements for new equipment training; schedules events to assure personnel and equipment are available for training. Responsible for logistical mobilization and readiness planning. Manages long range planning in structuring and scheduling future readiness/mobilization logistics programs that are consistent with the needs of the state. Coordinates logistics support with IDT/AT mobilization, and CONUS/OCONUS training exercises. Provides advice to the JFHQ staff, commanders, and higher agencies regarding mobilization, contingency, and emergency planning issues and concepts. Administers a maintenance program that involves a variety of facilities with varying levels and complexity of support capability to include, Maneuver and Training Equipment Sites (MATES),Combined Support Maintenance Shops (CSMS), Unit Training Equipment Sites (UTES) and Field Maintenance Shops FMS). Supervises directorate through subordinate supervisors. Analyzes work requirements and determines staff, equipment and other resources needed to accomplish the work and makes adjustments when appropriate. Exercises personnel management authority to take final action with regards to hiring, promoting, rewarding, disciplining, and training subordinate supervisors and approving personnel management recommendations of supervisors. Conducts periodic position structure review and examines the organization and each position to identify tasks at lower skill levels. Takes positive actions to promote equal employment opportunity and labor management relations. Performs other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Participation in direct deposit is mandatory. Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP). Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Qualifications Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. *Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. GENERAL EXPERIENCE: Experience involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. Specialized Experience: Have at least 1 year GS-0346-12? Must submit SF50 to validate claim OR Have 36 months of specialized experience identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. In addition: Incumbent must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
