Abt Global Inc. Senior Officer - People and Culture in Dili, East Timor

  • Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12-month contract (with possible extension), locally engaged position, based in Dili, Timor-Leste.

The Program

The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program funded by the Government of Australia and implemented by Abt Global. The partnership is dedicated to improving the wellbeing of Timor-Leste’s people and increasing their ability to contribute to the nation’s development. PHD focuses on strengthening government systems. This supports Timor-Leste to deliver higher-quality primary healthcare and basic education and advance disability inclusion and gender equality. These investments contribute to achieving Timor-Leste’s Strategic Development Plan 2011–2030.

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.

The Opportunity

The Senior Officer – People & Culture will provide high-level coordination and support for a broad range of P&C initiatives and activities for the Australia Timor-Leste Partnership for Human Development (PHD). The incumbent will lead the coordination and support across a selected portfolio within the broad range of human resource (HR) functions relating to local and international staff, including but not limited to contracting, systems, payments and payroll, and professional development, and will work closely with the P&C team to support other HR functions as required.

The Senior Officer – People & Culture will perform all (regularly or as required), an allocated portfolio of the following responsibilities:

HR Functions and Support

  • Support PHD HR functions including contracting, workplace health and safety, and professional development.

  • Provide HR support to the Manager - P&C, Business Partner - P&C, and other management as required.

  • Develop effective relationships with all program staff, including the Brisbane P&C team and other Abt Associates’ head office staff.

  • Lead by example and support the development of a workplace culture that promotes wellbeing, health, and safety, enables high performance, and promotes learning.

International Personnel Management

  • Review and draft agreements and variations for international personnel, obtaining necessary approvals.

  • Monitor contract end dates and communicate with the line manager and Team Leader.

  • Support the mobilization of international staff, including accommodation booking and payment.

  • Manage reimbursement claims and provide administrative support.

  • Track probation, contract due dates and relevant milestones for international staff and coordinate with line managers to timely ensure completion.

Consultants Management

  • Support international mobilization, including short-term accommodation booking and payment.

  • Manage and monitor consultant invoicing and timesheet processes, including tracking and administrative support.

Payroll Management

  • Support and coordinate the local payroll function, including quality review, compliance, reporting activities, and monthly payroll processing.

  • Ensure timely submission of signed and approved timesheets and leave forms for payroll.

  • Manage staff leave and absences, including tracking balances and reporting.

  • Manage medical claims and income tax and social security contributions.

  • Coordinate with the Abt Associates Payroll Manager on payroll issues and activities.

  • Support international payroll in collaboration with the Brisbane office.

Performance, Learning and Development, and Compliance

  • Support the coordination of staff performance management.

  • Assist with employee relations matters, including counselling, coaching, and disciplinary actions.

  • Collaborate on local well-being activities, audits, incident reporting, and the Employee Assistance Program (EAP).

  • Support the learning and development program for local staff, ensuring professional development plans are actioned and updated.

  • Deliver compliance training for all staff, including safeguarding policies and other relevant policies.

Other General Duties

  • Maintain HR records and ensure documentation complies with policies and procedures.

  • Monitor HR compliance activities, including reporting requirements and metrics.

  • Ensure compliance with Timor-Leste labour laws.

  • Undertake additional duties as reasonably requested.

About You

We are seeking an individual who possesses:

  • Graduate qualifications in Human Resources Management and/or equivalent practical experience.

  • Strong experience in managing payroll functions with exposure to payroll systems.

  • At least 5 years of experience in supporting HR services, preferably within an international development program or international organization.

  • Practical experience in end-to-end HR services for program staff - including payroll, recruitment, contracting, induction, performance management, learning and development.

  • Excellent interpersonal skills with the ability to work with a diverse range of staff and stakeholders in a cross-cultural context.

  • Enthusiastic, can-do nature and willingness to develop on the job and excel.

  • Advanced written and oral English language competency.
